- As prescribed in FAR 15.209(c), the following provision is inserted: IAW FAR 52.215-3 --Request for Information (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offers are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of identifying sources of sound suppression equipment that have already been developed or may be modified from other solutions to meet the agency requirements as listed below: The 162FW is issuing a Request for Information to determine potential sources and information for equipment that will suppress sound for the following aerospace ground equipment (AGE): "Mobile Air Conditioner, Tilectron Industries model E100AC4-1 "Electric Hydraulic Test Stand from Malabar International, model E500AG0009 This announcement is for market research and does not constitute an RFP. This is not an R&D request. The AGE cannot be altered in any way The sound suppression equipment must meet the following requirements "Must lower noise level from 99.2 dBa to 86.0 dBa or lower "Shall not hamper equipment performance in any way "Must allow for operator access to safely operate controls and to easily observe maintenance operations "Easy removal/set-up/storage option "Must not extend more than 2' beyond equipment "Can be made of any environmentally sound material that will not interfere with the normal operation of the equipment The 162FW will consider any viable solution to lower dBa noise levels, preferably a commercial off-the-shelf (COTS) solution with minor modifications. Interested parties capable of providing this sound suppression equipment, which meet or exceed the above requirements, shall provide a Statement of Capability (SOC) that demonstrates the existing capability to provide, modify, and sustain the equipment and a description of equipment capabilities. A rough order of magnitude (ROM) is requested as part of the RFI and will be used as market research. The ROM should be broken out to the lowest level possible and include any install/ship/tax costs if applicable. The SOC shall be unclassified and the information submitted should be pertinent to, and identify capability as related to the technical effort requested above. A limit of twenty-five (25) pages is imposed for the responses. Responses should be received by close of business 24 March 2009. Please e-mail all technical questions and completed Information package, to include SOC to the Base Contracting Officer, Hollie A Hansen, at hollie.hansen@aztucs.ang.af.mil. This sources sought is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to directly pay for any information or responses submitted as the result of this synopsis. Responses are due by 24 March 2009, 12:00 P.M. PST.
