Description
PERFORMANCE WORK STATEMENT Work Order #JE-00068-9P 600 Man Shower Facilities-Prepare and Paint Exterior Walls, Doors and Trim 1. Scope of Work: The Contractor shall prepare and paint the exterior walls, doors and trim of five (5) 600 Man Shower facilities at Fort A.P. Hill, VA. The shower facilities are located (one each) at Jackson, Mahone, Rhodes, Davis and Archer Camps. All work shall be performed in accordance with this Performance Work Statement and all Federal, State and local codes as well as established industry standards. 2. Personnel: The Contractor shall provide qualified personnel who can communicate with Government representatives. a.The Contractor shall act as, or provide a qualified person for all work performed under this contract. This individual shall have authority and responsibility for coordinating with the Government in all matters concerning work site performance. b.All contractor personnel shall be citizens of the United States (U.S.) or possess a valid U.S. Immigration T-151 or I-94, Alien Registration Card. c.The Government has the right to restrict the employment under this contract of any Contractor employee who is identified as a potential threat to the health, safety, security, general well being, or operational mission of the installation and its population. d.The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. The Contractor shall not employ any person who is an employee of the Department of the Army, either military or civilian, unless such person seeks and receives approval in accordance with Department of the Army Standards of Ethical Conduct Rules. In addition, the Contractor shall not employ any person who is an employee of the Department of the Army if such employment would result in a conflict of interest as specified in DODD 5500.7-R, Joint Ethics Regulation. e.The Contractors employees shall observe and comply with all installation and Department of Army directives, policies, regulations, and procedures concerning but not limited to, fire, safety, confined space, environmental protection, sanitation, security, flag courtesy, restricted access areas, wearing of military uniforms, possession of control substances, and possession of firearms or lethal weapons. f.All employees scheduled to work on Fort A.P. Hill shall possess a valid picture ID in order to gain access to the installation. All vehicles and personnel entering or exiting the post are subject to search. All personnel must obtain a vehicle pass upon entering the installation; this will be provided at no cost to the Contractor. 3. Protection of Materials and Work: The Contractor shall at all times protect and preserve all materials, supplies and equipment of every description including Government property. The Contractor shall be responsible for all repairs to bring damaged materials back to their original condition. The Contractor shall be responsible for the security of his supplies, equipment and vehicles. 4. Hours of Operation: a.Normal working hours at Fort A.P. Hill are 8:00 AM to 4:30 PM, Monday through Friday except for Federal holidays. The Contractor shall perform all contract requirements within those hours except in emergency situations. If the Contractor desires to work other than normal working hours or on weekends, the Contractor shall obtain written permission, at least five days in advance from the Contracting Officer. b.Recognized Holidays. New Years Day, Martin Luther Kings Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas Day. 5. Safety Requirements: In order to provide safety control for protection to the life and health of employees and other persons; for prevention of damage to property, materials, supplies and equipment; and for avoidance of work interruptions in the performance of this contract, the Contractor shall comply with all applicable portions of the Occupational Safety and Health Act (OSHA) and all pertinent provisions of Army Regulation 385-1, The Army Safety Program. 6. Clean-Up: The Contractor shall at all time keep work areas free from accumulations of waste material or rubbish. Prior to completion of the work, the Contractor shall remove any and all rubbish, dust and tools, equipment, and materials, not the property of the Government, from and about the premises. All trash and debris shall be disposed of off the confines of the installation. The Contractor shall not burn any rubbish, debris, and other combustibles within the confines of Fort A.P. Hill. 7. Outages: The Contractor shall coordinate all utility or facility outages a minimum of seventy-two (72) hours in advance of the required shutdown. Coordination shall be made directly with the Contracting Officers Representative (COR). 8. Safety/Environmental: The Contractor shall comply with all local, State, and Federal environmental and occupational safety laws, rules and regulations. Any apparent conflict between compliance with such local, State and Federal laws, rules and regulations, and the required work shall immediately be brought to the attention of the COR for resolution. The Contractor shall be liable for all fines, penalties, and costs that result from violations of, or failure to comply with all such local, State or Federal laws, rules, and regulations. All unsafe acts or conditions fostered by the Contractor or the Contractors personnel may be grounds to halt performance. The Contractor shall take due caution not to endanger any personnel during performance of this work. Upon discovery of a serious hazard such as, but not limited to, fire or large fuel spill, the Contractor shall immediately notify the project manager, Bobby Thomas. 9. Quality Control: The Government may conduct inspections of the work while it is in-progress. 10. References: 11. Specific Requirements: 1.Prepare, prime and paint exterior doors and frames (3 coats @ (65) doors @ approx. 42 sf. each = 2,730 sf.). Oxidized paint chalk on doors to be wiped/washed off before priming. Sand all areas of rust or foreign material. Apply (1) coat of McCormicks Interlok Interior/Exterior Rust Inhibiting Acrylic Metal Primer where unfinished metal is exposed. Primer to be of similar color as paint. Apply (2) coats of McCormicks, Interlok Interior/Exterior Acrylic Urethane DTM paint or equal. Paint color to be Pantone 18-1027 Bison. 2. Prepare and paint exterior wood cupola sides and louvers (2 coats @ (30) cupolas @ approx. 80 sf. each = 2,400 sf.). Scrape and/or sand all loose paint as required before painting. Apply (1) coat of primer where unfinished wood is exposed. Apply (2) coats of Olympic Ultimate Performance, Exterior Satin, or equal. Paint color to match existing. 3.Prepare and paint exterior wood at underside of entrance roofs (2 coats @ (20) entrances @ approx. 125 sf. each = 2,500 sf.). Clean all surfaces before painting. Apply (2) coats of Olympic Ultimate Performance, Exterior Satin, or equal. Paint color to match existing. 4.Prepare and paint CMU walls by scraping loose paint and washing the walls (21,500sf.). Apply (1) coat of Kilz exterior sealer/primer, or equal where unpainted CMU is exposed. Apply (2) two coats of Olympic Ultimate Performance, Exterior Satin, or equal. Paint color to match existing. 5.Prepare and paint soffit and fascia (3,000 lf. @ 12). Scrape and/or sand, and wash all loose paint/dirt from wood as required. Apply one (1) coat of primer where unfinished wood is exposed. Apply two (2) coats of Olympic Ultimate Performance, Exterior Satin, or equal. Paint color to match existing. 6.Prepare and stain wood fences at rear of buildings with Benjamin Moore Waterproofer 320, or equal. (Approximately 2500 sf.) 7.The contractor shall maintain a safe and clean working environment. The contractor shall protect all areas including equipment, windows and hardware from overspray. 8.The contractor shall submit a work schedule and all product data prior to beginning work. Each of the five (5) facilities must be inspected by both, the contractor and project manager prior to beginning work to discuss the scope of work. 9.The contractor must provide a list of all vehicles and personnel that will need to gain access to the post prior to beginning the work. This information will be submitted to Bobby Thomas and will be forwarded to the proper personnel for approval and passes will be issued.
