Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with format in Subpart 12.6, in conjunction with FAR 13.5, as applicable, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested & a written solicitation will not be issued. Submit offers on RML-RFQ-9006. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30 dated 2-17-09 This acquisition will be processed under FAR Part 12 - Acquisition of Commercial Items and is a Total Small Business Set-Aside. The North American Industry Classification Systems (NAICS) code for this procurement is 112990 and the size standard is $0.75. The Rocky Mountain Laboratories (RML) has a need for Indonesian Cynomolgus female monkeys. SCHEDULE: 1) Quantity of 30(thirty) Indonesian cynomolgus female monkeys. 2) All 30(thirty) animals must be 8-12 years old. 3) All 30(thirty) animals must be SPF and TB negative. 3) May be research non-naïve depending on what they had been treated with. 4) We must be supplied with a listing of all 30(thirty) animals; the animal's health records and testing must be supplied including the origin documentation, and previous experimental dosing along with testing results for SPF and TB. 5) Blood samples from each animal must be shipped to us for SARS testing no longer than 1(one) week from award of order. Animals demonstrating SARS positive will not be purchased. 7) Must include cost for packaging and Federal Express for blood samples. 8) Must include shipping costs of animals which includes the proper Ground Transportation. 9) Animal health must be guaranteed for 30(thirty) days after receipt of the animals. 10) A RML veterinarian will determine the health status of the animals upon receipt. If the animal's health is determined to be unacceptable by the RML veterinarian within 30(thirty) days of receipt, the animal will be returned to the vendor and replaced at the vendor's expense. 11) Delivery of these non-human primates will comply with all rules and regulations of the Animal Welfare Act and AAALAC standards. 12) Delivery will be accomplished by individuals certified to ship live non-human primates. 13) The facility from which these animals are being sent must be AAALAC approved or have a facility-approved standard sanctioned by their primate facility veterinarian. The vendor must provide proof of AAALAC approval or proper veterinarian guidelines from the facility, to be reviewed by the veterinarian at RML. 14) Animals procured shall be shipped to Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT 59840 within 2(two) weeks of acceptance of award. The following FAR provisions and clauses apply to this acquisition: (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; 52.212-1 Instructions to Offerors Commercial; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. FAR 52.212.5 Evaluation Commercial Items. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Award will be based on the capability of the item offered to meet the above stated salient characteristics, including delivery, price, technical evaluation, and the best value to the government.
