Description
This presolicitation notice is prepared to publicize Solicitation Number M67400-09-T-0087 for the acquisition of New or Refurbished pats of Pierce and Oshkosh Manufacturer's Vehicles. The requested acquisition was originally included in a presolicitation notice that was posted on 18 Feb 2009 for solicitation #M67400-09-R-0003, which was publicized on NECO on 06 Mar 2009. Due to the separation of the requirements into two (2) solicitations, a separate solicitation #M67400-09-T-0087 will be issued on 10 Mar 2009 or later as a Request for Quotation. This is a presolicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the presolicitation notice only. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29 Amendment 1 and Defense Acquisition Circular 91-13. The North American Industrial Classification System code is 423120 and the business size standard is not applicable. The acquisition is for Fixed Price, IDIQ (Indefinite Delivery Indefinite Quantity) multiple award contracts for NEW OR REFURBISHED PARTS OF PIERCE AND OSHKOSH MANUFACTURER'S VEHICLES to be shipped to Garrison Mobile Equipment Section (GME), MCB Camp S.D. Butler, Okinawa, Japan to support vehicle maintenance. Also required is the Contractor to provide a vehicle parts list update with manufacturer's catalogs or products brochures. Manufacturers and models of vehicles to which parts are to be supplied are listed in Attachment-II. The contract base period will be 01 May 2009 through 30 September 2009 with three (4) one year option periods. Desired warranty on vehicle parts received is 90 days. The Governments desired delivery schedules are as follows. Delivery of Standard stock parts. Regular Delivery: Within 5 days to GME Okinawa Japan after receipt of order (ARO)Expedited Delivery: Within 48 hours to GME Okinawa Japan ARO Delivery of All other parts. Expedited Delivery: Within 14 days to GME Okinawa Japan ARO For fabricated parts, the Contractor shall specify their delivery date within 5 days of receipt of order.The Offerors shall propose their best delivery terms and conditions in the proposal in accordance with the Government desired delivery schedule.The proposed delivery terms and conditions are to be evaluated for the contract award. The Offerors shall propose their best pricing terms and conditions in their proposal. The Offeror shall propose the manufacturers' vehicles parts they can supply and their discount terms from the regular list prices. The proposed pricing terms and conditions are to be evaluated for the contract award. The Government intends to make multiple awards to the responsible offerors whose offers are most advantageous to the Government considering price and non-price factors. It is anticipated that award will be made based on the following factors: present/past performance, delivery schedules and price to include discount terms & conditions and warranty. Price and Delivery Schedules are significantly more important than Present/Past performance. And Delivery Schedule is equal to Price.The Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible offerors must be active in the Central Contractor Registration in accordance with DFARS 252.204-7004. DUNS, TIN and CAGE Code must be written on submitted proposals.
