Description
The U.S. Army Research, Development & Engineering Command (RDECOM) Contracting Center intends to award a Firm-Fixed Price contract for 95,000 rounds of APM2 and 15,000 rounds of B32. PM SEQ is primarily interested in procuring the actual projectile (or bullet) but will accept complete rounds. Project Manager Soldier Equipment (PM SEQ) requires delivery of all the rounds 10 days after receipt of order (ARO). The requests for these two rounds have been a continuing and ongoing effort by PM SEQ since 2004 as the wartime requirements for Soldier body armor have increased. Both of these rounds are required for production lot acceptance and surveillance testing of Soldier personal protective equipment (PPE). APM2 and the B32 rounds provide the projectile and penetrator weight/mass material, velocity and kinetic energy characteristics required for testing. The APM2 round is a 7.62x63mm armor piercing ammunition, the projectile of which weighs 166 grains and has a hardened steel core. The B32 round is 7.62x54Rmm with a 155 grain armor piercing projectile. The government reserves the right to perform destructive material testing on a sample size (up to 1%) of the projectiles as it sees fit prior to contract award. The government will buy the test sample projectiles and fund the projectile material testing. Any firm that believes it can meet this requirement may give written notification (white papers) to the Contract Specialist within 10 days from the date of the publication of this announcement. White papers shall be sent via email, shall be one page in length, and must provide supporting evidence in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated but a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. Responses are due no later than close of business (5:30 EST) on 19 March 2009. It is the potential offerors responsibility to monitor the Army Single Face to Industry (ASFI) website located at the following address: https://acquisition.army.mil/asfi/default.cfm on a regular basis for any updates to this announcement. Other documents, as necessary, will be posted when available. The anticipated soliciation release date will be on or about 15 April 2009. The soliciation will be issued on a restricted basis.
