- The Naval Air Systems Command intends to issue a firm fix price contract modification to contract N00019-05-C-0040 to upgrade forty-two (42) BQM-74E Aerial Target Extended Range Kits from the -505 to the -509 configuration. Northrop Grumman is the designer, developer and sole producer of the BQM-74E Aerial Target. Only Northrop Grumman has the access to the proprietary technical data and experienced personnel to perform this effort in the time frame required. This is not a request for proposals.
