- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a request for quote. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 2005-30. This is a Small Business Set-Aside under NAICS Code 562991 with a Small Business Size Standard of $7million. FEMA is in need of 6 port-a-johns to be located in Hope, AR for 12 months and cleaned regularly three times a week. F.O.B. Destination, street address to be provided at award. FAR Provisions 52.212-1, 52.212-2, 52.212-3 apply. Offerors shall include a completed copy of 52.212-3 (only paragraph (k) if completed in ORCA) with their offer. FAR 52.212-2(a): The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Price is equal in importance to technical capability and past performance combined. FAR Clauses 52.212-4 and 52.212-5 apply to this acquisition. The following FAR clauses also apply: 52.219-6, 52.219-28, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.222-50, 52.225-1, 52.225-13, 52.232-33, 52.222-41, and 52.222-42. The following Homeland Security Acquisition Regulation (HSAR) Clause applies: 3052.209-70. Offers are due to Aleta Dust at aleta.dust@dhs.gov by 12:00pm Eastern on Thursday, 12 March 2009.
