- RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER HUBZONE SET-ASIDE. This announcement constitutes only the pre-solicitation notice; bids are being requested and a written solicitation will be issued on or around 24 March 2009. Solicitation number FA4600-09-B-0004 is being issued as an Invitation for Bids (IFB). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-30. All applicable provision and clauses are included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. This solicitation is 100% set aside to HUB Zone certified business firms, all others will be deemed non responsive. The North American Industry Classification System (NAICS) code is 238160, and the small business size standard is $14 Million. The Government intends to issue a firm fixed price construction contract with a period of performance (POP) of 365 days to provide the following service: Provide all supervision, personnel, equipment, transportation, material, and other items and services necessary to repair the STRATCOM roof, Bldg 500 at Offutt AFB, Nebraska. Please reference solicitation # FA4600-09-B-0004 on all correspondence. Notice to Offerors, funds are reasonable assured for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. All bids must be received by Theresa Hess at the 55 Contracting Squadron, 101 Washington Square, and Offutt AFB 68113-2107. Bids must be valid until 30 September 2009. All contractors shall be ORCA registered http://orca.bpn.gov. All contractors are reminded, in accordance with FARS 52.204-7, Central Contractor Registration; contractors must be registered in the Central Contractor Registration (CCR) database. If the Offeror does not successfully register in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. NO PARTIAL BIDS WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE. Please acknowledge all requirements of the solicitation in bids.
