- In accordance with 10 U.S.C 2304(c)(2) as implemented in FAR 6.302-1, "Only One Responsible source," the Naval Air Systems Command (NAVAIR) anticipates awarding Northrop Grumman Systems Corporation (NGC) a Cost Plus Award Fee delivery order under Basic Ordering Agreement N00421-05-G-0001 for the procurement of NGC program joint efficiency investigations and studies. N00421-05-G-0001 was awarded to enable NGC to provide supplies and services in support of the various weapon systems they provide the US Navy. NGC is the designer and integrator of the Broad Area Maritime Surveillance Unmanned Air System (BAMS UAS) and the Global Hawk Unmanned Air System. Accordingly, it is the only contractor with the requisite design knowledge, special test equipment, tooling, and facilities that can provide economically feasible synergies and joint efficiencies within each program’s schedule constraints. A determination by the Government not to compete is solely within the discretion of the Government. This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUIEST FOR COMPETITIVE PROPOSALS.) GENERAL INFORMATION: NGC is the only known source available with the requisite equipment, personnel, and technical knowledge to satisfy the Government's requirement with the required timeline. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. Numbered note 22 applies.
