- Draft J&A for AFMC Bridge for Sole Source Award Headquarters Air Combat Command, Acquisition Management and Integration Center (HQ ACC/AMIC), Langley AFB VA, intends to award a non-competitive, sole source, bridge contract award to Wyle Information Systems, LLC to continue critical operations, technical support, and services on all information technology and network equipment under command and control of ACC's 83d Network Operations Squadron (83 NOS) Detachment 3 (Det 3) and Air Force Materiel Command (AFMC) MAJCOM Communications Coordination Center (MCCC). This requirement is for information technology services and network support for the 83 NOS Det 3 and AFMC MCCC enterprise network operations through a wide range of highly specialized technical services for enterprise event management, network assistance, network control and management, network defense operations, network core services management, and associated network operations management support functions. The support services include equipment located in the AFMC Regional Services Consolidation (RSC) Enterprise environment at the four AFMC Regional Data Centers (RDCs) at Wright Patterson AFB, Dayton, OH, Robins AFB, Robins, GA, Tinker AFB, Oklahoma City, OK, and Hill AFB, Salt Lake City, UT, plus four standalone AFMC bases (Eglin AFB, Kirtland AFB, Brooks City-Base, and Edwards AFB). The work also includes incidental supplies, hardware, software, and maintenance and management of warranty services to sustain, monitor, administer, refresh, and improve support for Det 3 and AFMC MCCC enterprise network operations. 83 NOS Det 3 is a conduit between the AFMC bases and higher echelons of Air Force Network Operations and the Department of Defense-supporting 135,000 users, over 400 distributed but centrally controlled servers, and 125,000 remotely managed client workstations within the AFMC community. The transition risks to ACC will be mitigated through the sole source award to the incumbent service provider, Wyle Information Services, LLC, to ensure there is no break in service or disruption of operational capability for the required ACC and AFMC support. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(iii). A draft sole source justification and approval document is attached to this synopsis. No solicitation document exists.
