Description
The FAA intends to solicit and award a firm-fixed price contract for the Replacement of the Medium Intensity Approach Lighting System (MALSR) Equipment on Runway 4R at O'Hare International Airport, Chicago, Illinois. The contractor shall provide all labor, supervision, materials, and equipment to perform the project in accordance with the contract clauses, drawings, specifications. Work under this contract shall include: 1. Existing Runway 4R threshold bar foundation, cabling, electric handholes, and light base cans shall be re-used without modification. 2. Existing electric handholes, duct bank, cabling, and light bars at stations 2+05, 4+00, 6+00, and 8+00 shall not be modified under this contract. Light bar at sta 2+05 shall not be modified. Install breakaway kit on existing foundations at stations 4+00, 6+00, and 8+00. 3. Tower foundations, electric handhole, and MG-30/40 steel mounting frames at stations 10+00, 12+00, and 14+00 shall be re-used. Remove existing LIR tubes, stabilizer rods, and 5-light t-bars with tube caps. Contractor shall install new LIR tubes and stabilizer rods on existing mounting frames, re-install 5-light t-bar with tube cap and insure lamp heads at all three bars are re-established at the same elevation. Existing power cabling from MALSR power and control shelter to the MALS distribution panel shall be tested in the presence of the resident engineer to show insulation resistance meets specifications. Install new power conductors inside LIR tubes and t-bars. Reconstruct crushed rock plots. 4. Tower foundations, duct bank, electric handhole, and MG-40 steel mounting frames at stations 16+00 and 18+00 shall be re-used. Abandon existing DEB cables from handhole to junction box in place, remove existing junction box, power supply, concrete pad, and flex conduits and install new JB-2 junction box and ICC cabinet on concrete pad. Remove existing flasher power conductors from existing handholes and duct bank. Pump water from existing duct banks and clean out ducts. Install new flasher power conductors per drawings. Existing control cabling from MALSR power and control cabinet shall be tested in the presence of the resident engineer to show insulation resistance meets specifications. Install new conductors inside new LIR pole to new L-5000 junction box at top of hinged pole. Install new flasher and terminate conductors from ICC cabinet and flasher head on terminal block inside junction box. 5. Tower foundations, duct bank, electric handholes, and steel hinged poles at stations 20+39.5, 21+76, and 23+84.4 shall be re-used. Abandon existing DEB cables from handhole to junction box in place, remove existing junction box, power supply, and flex conduits from existing hinged pole and install new JB-2 junction box and ICC cabinet on concrete pad. Remove existing flasher power conductors from existing handholes and duct bank. Pump water from existing duct banks and clean out ducts. Install new flasher power conductors per drawings. Existing control cabling from MALSR power and control cabinet shall be tested in the presence of the resident engineer to show insulation resistance meets specifications. Install new conductors inside hinged pole to new junction box at top of hinged pole. Install flasher and terminate conductors from ICC cabinet and flasher head on terminal block inside junction box. 6. Remove existing MALSR power and control cabinet, existing 15 KVA transformer, abandoned power supply and relay box, and abandoned 25 KVA transformer. Install new MALSR power and control cabinet and new 15 KVA transformer in the Runway 22L Localizer shelter and replace existing flasher power conductors in existing handholes and duct bank. Install 1" EMT from MALSR power and control cabinet to existing fiber optics equipment box. Verify MALSR will operate normally on local control. Remote control will be established by others.7. Re-construct crushed rock plots and walkway at stations 10+00, 12+00, 14+00, 16+00, and 18+00. 8. Aim lamps and flasher heads. The work will be performed in strict accordance with the contract drawings and specifications. Contract performance time is 45 calendar days, with an anticipated start date of July 6, 2009. The estimated price range for this procurement is between $100,000 and $250,000. NAICS is 237990. INTERESTED FIRMS MUST HAVE SUCCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK AT AN OPERATIONAL AIRPORT. General contractors must submit their interest in subject project on company letterhead and should include the firm's name, address, telephone number, fax number, email address, and point of contact by no later than April 9, 2009, 2:00 p.m. (CT).
