Description
1. The Contractor shall provide all labor, material, equipment, and, supervision in accordance with these specifications necessary to Operate and Maintain Central Power Plant and Laundry Plant, located at the United States Military Academy (USMA). West Point, New York 10996. 2. The contractor, in performing this contract, shall provide for protecting the lives and health of employees and other persons, preventing damage to property, materials, supplies and equipment and avoiding work interruptions. For these purposes, the contractor shall adhere to the requirements of Engineer Safety Manual EM 385-1-1, OSHA 29 CFR 1926 Construction, and OSHA 29 CFR 1910 to Lockout, Tagout. A copy of EM 385-1-1 is available upon request from the E&CSB office. 3. The contractor shall submit Material Data Sheet (MSDS) on any cleaning materials or chemicals utilized under this contract. The MSDS shall be submitted within 2 days after award of contract for approval by the Government Representative and shall be retained on site while performing the service. 4. The contractor shall provide an identification badge for each employee performing services under this contract. The identification badges shall contain the contractors name, employees name, contract number and project description. 5. Each contractor employee shall conspicuously display on his or her person the identification badge while performing work under this contract. 6. The contractor shall coordinate the date and time of service with the Government Representative, Mr. Ken Thomas, Building 604, West Point, N.Y. 10996, Phone (845) 938-2317, within 1 day of award of contract. 7. The Contractor shall: a) Execute Plant Operations The Contractor shall execute Plant Operations. Specifically, the Contractor shall be responsible for operating the Heating Plants, Buildings 604 and 845. The specific tasks associated with each plant are detailed in the SOOs that are located in the DPW Technical Library. Contractor tasks include, but are not limited to, classroom participation by operators and staff, speaking requests, and the availability of information on plant operational criteria, standards of operation, and performance results. All tours, speaking engagements and written information shall be coordinated with the CO, or the CO designated official. Operate and Maintain Heating Plants The Contractor shall operate, monitor, adjust, maintain, inspect, test, and report on the Heating Plants to ensure continuous steam flow and efficient boiler operation at all times. The Heating Plants include the boilers, plants, and related equipment including fuel storage and handling, natural gas supply, water treatment equipment, associated pumps, components, controls, the West Point steam distribution system including steam, and condensate lines inside the plant, and condensate return pumps. The Heating Plants consist of the Central Power Plant and the Laundry Boiler Plant. The Central Power Plant contains (3) high pressure boilers, (3) steam turbine electric generators, (1) diesel electric generator and the necessary auxiliary equipment to provide 160 psig at 450F steam header pressure and generate up to (5) Megawatts (MW) of electricity. The Laundry Boiler Plant contains (2) high pressure boilers, and the necessary auxiliary equipment to provide 110 psig (pounds per square inch gauge) steam at 380F. The Contractor shall man the Central Power Plant and Laundry Boiler Plant twenty-four (24) hours a day, seven (7) days a week and 365 days a year. The Contractor shall submit a work request for all repair work outside the scope of daily operations outlined in this section. Monitor DEC Permit Requirements The Contractor shall be responsible for meeting the present operating standards and DEC permit requirements of both the Central Power Plant and the Laundry Boiler Plant. Refer to the Technical Library to review the Title V permit (Renewed 2/07) conditions 26, 27, 39, 45-58, 73, 74, and 83. Perform Summer Steam Distribution Shut Down and Start-up Tasks The Contractor shall shut down portions of the steam distribution systems from the Central Power Plant for facilities not requiring steam for the summer period. The Contractor shall shut down the South Steam Distribution system from manhole B-2 and all areas South including the Hotel Thayer, Housing areas, Post Office, etc., ending at the PMO. The Contractor shall shut down the North Steam Distribution system from the manhole SA to all facilities North. All other facilities serviced by steam as shown on the map titled Steam Distribution Systems shall be maintained with both low and high pressure steam as required for domestic hot water, chiller operation, and Cadet mess hall operations. The Contractor shall shut down portions of the steam distribution systems from the Laundry Power Plant for facilities not requiring steam for the summer period. The Contractor shall shut down all Steam Distribution systems except for the Laundry operations within Building 845. The Contractor shall be required to perform a complete shut down of the Central Power Plant and Laundry Boiler plant in each year for annual maintenance and boiler overhaul. The Contractor shall perform all annual PM listed in TE C-5-03-044 and TE C-5-03-045 during the shut down period. The Contractor shall also perform all PM work IAW TE C-5-03 on all summer steam distribution systems during the Heating Plant shut down period. The Contractor shall perform all other PM during the summer shut down period IAW TE C-5-03. The Contractor shall provide steam to the buildings identified in the table below throughout the entire Heating Plant shut down period for domestic hot water, chiller operation and Cadet mess hall operations. The Contractor shall utilize the alternate line available to feed the buildings or temporary boilers during shut downs. The Contractor shall perform all annual maintenance work on boilers and direct support auxiliary equipment during the annual Power Plant shut down period at both Heating Plants. The shut down period for the Central Power Plant is a two (2) week period that typically starts after Graduation each year. The shut down period for the Laundry Power Plant is a six (6) day period that also typically starts after graduation of each year. The Contractor shall coordinate all shut downs with the CO or CO designated official. The overhaul shall be performed IAW manufacturer recommendations and Section VII of the ASME Boiler and Pressure Vessel Code. Work affecting the structural or pressure integrity of the boiler shall be performed only when directed by the CO or CO designated official and IAW approved written procedures established by the DPW Mission Contract Boiler Inspector. The Contractor shall perform an operational test of low water and other controls and alarms as part of the annual overhaul. The Contractor shall schedule the work with the CO or CO designated official so that the Government Contract Boiler Inspector may perform such inspections and witness tests that are required while the unit is open and before it is returned to service. As required, upon direction of the CO or CO designated official, the Contractor shall provide a qualified operator to standby during boiler safety inspections, certifications, and calibration services at both the Central Power and Laundry Boiler Plants. At both Heating Plants, the Contractor shall clean and prepare the heating system boilers and unfired pressure vessels in the system for certification. The Contractor shall operate the boilers during the certification IAW the Government Contract Boiler Inspectors pre-approved certification procedures. The Contractor shall perform hydrostatic pressure testing for certification. The steam pressure shall be maintained at a minimum of 160 psig at 450F at both the Central Power Plant and 110 psig at 380F at the Laundry Boiler Plant. The Contractor shall ensure that the Central Power Plant provides a continuous supply of steam to meet demand at all times of year for the South and North Steam Distribution Systems. The Contractor shall ensure the South Distribution system supplies steam at approximately 80 psig to the south end of the Post and North Distribution system supplies steam at approximately 160 psig to the central and north end of the Post. The Contractor shall ensure that the Laundry Power Plant provides a continuous supply of steam to meet demand at all times of year for the Motor Pool area, the Hospital area and the school area Steam Distribution Systems. The Contractor shall ensure that steam is supplied at 160 psig to all areas Motor Pool, Hospital and school facilities. The Contractor shall make all required operational changes to maintain the above pressures. The Contractor shall perform all maintenance on Central Heating Plant equipment, to include, but not limited to, steam heating sources, fuel storage and handling, feed-water, condensing, flue gas and air system equipment, miscellaneous pumps and plant instrumentation, electrical equipment and components, as well as, associated appurtenances necessary to generate and deliver steam to the distribution system external to the plant. At the Central Power Plant, the Contractor shall be required to generate electric power through the use of steam turbine generators and diesel powered generators. The Contractor shall generate power, in coordination with the CO or CO designated official, to peak shave and keep power consumption at or below the level, established by the CO or CO designated official, so that West Point will not incur high demand costs. The Contractor shall be responsible for coordinating all turbine start-up and shut down requirements and informing the CO or CO designated official when complete and turbines are ready for start up and shut down. The Contractor shall maintain the generator at 900 KW at peak shaving and up to 1200 KW during emergency outages. Other Contractor requirements include, but are not limited to, the following: "operating #4 generator from May through September; "coordinating all #4 turbine generator starting and shutting down requirements and informing the CO or CO designated official when coordinations are complete and turbines are ready for start up or shut down; "maintaining maximum KW as conditions warrant during all operation periods; starting the cooling system including cooling towers, fans, pumps, and controls; "placing each generator on line parallel with bus and closing the bus tie breaker 18; "placing a generator on the Line alone; "removing generators from service; "adjusting load, kilovars and voltage; "maintaining cycles and voltage of Generator Under Load; "operating No. 1 Air compressor for plant use; "operating No. 2 Air Compressor as a back up for plant use; "operating No. 3 Air Compressor for large volume air use as required for plant operations; "operating the Onan Diesel Generator to supply power to Building 604 lighting systems and power to start the Emergency Diesel Generator; and "operating Engberg Hydro Emergency Generator. Perform Sampling and Testing The Contractor shall collect feed-water, boiler waste, and condensate samples from each operating boiler for testing on a daily basis. All samples utilized for testing shall be individually labeled, identified, dated, and stored in the Boiler Plant Laboratories. The Contractor shall perform the required tests to meet manufacturer requirements and local requirements on hardness, phosphate, sulfite, causticity (alkalinity as OH (Hydroxyl Radical)), pH, and total dissolved solids. The Contractor shall submit a weekly Water Analysis report to the CO or CO designated official for review and approval. The Contractor shall be responsible for requisitioning all water treatment chemicals required for plant operations. The Contractor shall maintain boiler water within the following limits: Required TestRange Phosphate25 - 60 Parts Per Million (PPM) Sulfite30 - 60 PPM pH8.0 - 8.5 Hardness0 PPM Causticity (alkalinity as OH)250 - 500 Total dissolved solids(2800 - 3400 non solutionize) 1500 2500 (solutionized) Changes in the water treatment must be approved by the CO or CO designated official. As required by the CO or CO designated official, the Contractor shall conduct sampling and testing during each shift. The Contractor shall report to the CO or CO designated official any operational emergencies such as ruptured mains, loss of boilers, etc., which reduce boiler pressure below 80% of normal operating pressure, which results in a change in the plant's reliability or capacity. The Contractor shall report these operational emergencies within thirty (30) minutes of each occurrence to the CO or CO designated official. The Contractor shall identify the probable cause for the reduction and the estimated time to restore full steam capacity. If full capability cannot be restored within fifteen (15) minutes, the Contractor shall switch over to the standby boiler. Perform Reporting Requirements The Contractor shall record hourly readings for steam pressure, steam flow, deaerator, feed pump pressure, furnace draft, percent 02 Flue Gas, Flue Gas temperature, gallons of oil used and available, outside temperature, make up water, natural gas pressure, water softeners, fuel oil system, forced draft fans, air compressors, soot blow line, and water treatment. The Contractor shall document any equipment changes and note any irregularities. The Contractor shall update the Electric Station Log and Turbine Room Log on an hourly basis every day. The Contractor shall maintain records of the voltage on the station bus. The Contractor shall closely monitor voltage readings based on historical recordings according to circuitry needs. The Contractor shall record an explanation of unusual voltage occurrences, as necessary. The Contractor shall check the frequency meter. The frequency shall not deviate from 60Hz or cycles. The Contractor shall monitor abnormal kilo-volts amperes reactive that cannot be corrected. The presence of either capacitive reactance or inductive reactance will cause the circuit current and voltage to be separated by some phase angle between zero (0) and ninety (90). The Contractor shall record the current in that circuit in amperes. The Contractor shall record the power absorbed by the circuit to which it is connected, usually it is in kilowatts or kilowatt hours. The Contractor shall record the power factor based on installed meter readings. The Contractor shall record the power factor after computing the ratio of the actual power as measured by the wattmeter to the apparent power as indicated by meter and voltmeter readings. The Contractor shall record steam flow meter, turbo generator, plant pressures, and temperatures as annotated on the logs. The Contractor shall total as necessary and fill in unusual readings in remarks. The Contractor shall take readings in the boiler room every hour on the Daily Boiler Room Log. The operation logs shall note operator checks and adjustments, note normal or abnormal operating conditions, deficiencies or malfunctions, and corrective action taken. A Boiler Performance Report shall be prepared for each operating boiler on a weekly basis. The Boiler Performance Report shall include: "A plot of boiler combustion efficiency versus boiler load. "A plot of the temperature difference between the boiler water and exit gas temperature versus load for steam boilers. "A plot of temperature difference between the boiler feedwater and exit gas temperature versus load for hot water generators. "Plots of combustion efficiency and temperature difference versus load should be reported for the full range of operating loads each week. If measured combustion efficiencies are more than 3% below the optimum combustion efficiencies, corrective action is required. "A plot of water and flue gas temperature difference after the boiler watersides and firesides has been cleaned. If the temperature difference rises by more than eighty 80 at several load points, deposits have probably formed and should be removed. The Contractor shall submit a monthly Fuel Report to the CO or CO designated official indicating a complete breakdown of each power plants fuel consumption figures, the amount of usable fuel oil available for each plant, the previous fuel oil on hand, fuel received and fuel consumed. The Contractor shall maintain an accurate record of the amount of fuel received in each delivery. The Contractor shall record tank soundings and fuel oil temperatures before and after fuel delivery to verify quantities received. The Contractor shall initiate fuel requisition as approved by the CO or CO designated official, receive fuel from tanker trucks, transfer to and among storage tanks, and make all operational fuel transfers. The Contractor shall maintain all fuel oil handling equipment including storage tanks, pumps, piping, and heaters, and shall comply with all federal regulations pertaining to fuel operations. The Contractor shall ensure all fuel oil figures are volume corrected IAW the fuel American Petroleum Institute (API) gravity at 60F. The Contractor shall complete and submit to the CO or CO designated official for approval a monthly Power Plant Report including the Energy consumption figures analysis, the Federal Commission Report, the Power Plant Operations Chart and the Decatherm spreadsheet for Natural Gas purchases. Other data required in monthly Power Plant Report includes, but is not limited to, the Temperature and Pressure Records Forms, the Plant Boiler Logs, the Fuel Oil and/or Coal Receipt and Record Forms, the Boiler Performance Report, the Utilities Feeder Data Report (NC 2126) input data, the Water Analysis Report, and the PM Inspection Report. The Contractor shall also provide the following information and reports to the CO or CO designated official: Output from CPP Energy Database showing monthly fuel consumption and peak shaving generator run times, Quarterly Opacity Report, Semi-Annual PEMS Report from database systems at CPP, Quarterly Peak Shaving Generator Log copies, Annual Tune-Up Report at Laundry Boiler Plant. The Contractor shall separately identify the operational and maintenance costs for each Plant and Systems and submit a quarterly report to the CO or CO designated official for review and approval.
