Description
This is a combined synopsis/solicitation for a for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NCND0000-9-07089 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The North American Industry Classification System Code (NAICS) is 721110 and size standard of $7.0. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Ocean and Coastal Resource Management will be sponsoring its eighth annual training conference to commemorate Women's History Month on April 28-29, 2009. The theme for this year's conference is "Women Taking the Lead to Save our Planet" in the Washington, D.C. area. Employees who attend the training conference will receive training from both local and nationally known trainers and facilitators on innovative ways to expand their work experiences and navigate their professional futures successfully. Training will cover such topics as planning for a successful career, mentoring, educational and professional opportunities, wellness and fitness, professional and leadership development, and services offered to NOAA employees. This conference is open to all NOAA headquarter and field employees. Approximately 300 participants are expected to attend. Each NOAA Line Office will be assigned a specific number of employees to participate in this event. Department of Commerce and NOAA leadership have been invited to speak at this two-day training conference. A local venue that is accessible by METRO and other public transportation methods is required. The Facility must be fully accessible for employees with disabilities. The Contractor shall provide the following services on both days: 1) General Session meeting room to accommodate 300 participants in theater style setting; 2) Three breakout session rooms (90 people each) in classroom style seating with tables; 3) Room to accommodate 300 for lunch and am/pm breaks; 5) AV equipment rental; 5) Complimentary Parking; 6) Complimentary shuttle service from METRO; 7) Block of 50 lodging reserved for out-of-town participants; and 8) Overnight storage for conference supplies. Meeting Room with Alcove or an adjacent room: The Contractor shall provide a meeting room(s) to support this event and an alcove or adjacent preparation room on the following days: April 28-29, 2009. The set up of the meeting room(s) shall include audiovisual equipment and conference room set up prior to meeting. Meals: The Contractor to provide Breakfast, Lunch and am/pm breaks on the following days: April 28-29, 2009. Audio Equipment: The Contractor shall provide an LCD projector with backup bulb; eight foot screen; Microphone; TV/DVD Package; 2 Easels with stands, easel pads and colored markers; Podium; Wireless microphone; 3 stand-up isle microphones for theater seating area; and Lapel W. microphone. Period of Performance: April 28, 2009 to April 29, 2009. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial Items - The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. All responsible sources who can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a proposal on setting forth an approval to perform the work, location, past performance and price addressed to Gina E.
