Description
NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Picosecond Pulse Labs (PSPL), of Boulder, Colorado, for the packaging of NIST supplied photodector chips with connectors. The sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for work to investigate ways of packaging an electro-optic (EO) low temperature GaAs switch in a 1 mm connectorized form. Various combinations of connector launch design and IC pad layout will be constructed to provide data for future decisions on the design of a connectorized waveform transfer standard. Four proof of concept prototypes will be built. Picosecond Pulse Labs is the only vendor that offers a 1.0 mm connector that meets our technical requirements. Specifically, no other vendor can meet the NIST requirement for a 1.0 mm connector that has been tested above 110 GHz. For this reason, we require that one of the two 1.0 mm connectors be the proprietary connector available from PSPL. PSPL will be required to obtain a second connector type with proven performance up to 110 GHz available from another vendor for two of the prototypes. We also require access to the existing PSPL 1 mm launch designs and construction notes and licenses for NIST use of the PSPL 1 mm connector design, and information regarding optimum chip dimensions and circuit layout for optimum package performance. Delivery date shall be two months after receipt of order. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide services/equipment that fully meets the Government's requirements may submit substantiating documentation in writing demonstrating impulse response of the system, to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
