Description
The Government is seeking sources for the development of a system to provide Automatic Aim-Point Targeting Technology with Enhanced Imaging. This system will enable a Soldier to aim a Thermal Weapon Sight equipped weapon without looking through the weapon sight and without losing the situational awareness provided by his head mounted night vision goggle. The system is envisioned to consist of weapon mounted sensors/electronics, an image processing module, a digitally based helmet mounted night vision goggle (NVG) and all cabling necessary to interconnect these items. The system must be compatible with the following Thermal Weapon Sights (TWS) without modification, AN/PAS-13C/D/E. The NVG shall be compatible with all sizes of the Advanced Combat Helmet (ACH) without modification of the helmet and without compromising the protective qualities of the helmet. The NVG must also allow for ballistic eyewear to be worn with the system. The system shall have the capability to display the TWS imagery co-registered with the NVG imagery in the NVG eyepiece whenever the fields of view of the two devices overlap. When the fields of view of the two systems do not coincide, then the system shall indicate within the NVG eyepiece where the TWS is pointing relative to the NVG. The system shall have a mode of operation able to display unmodified TWS imagery in the NVG eyepiece either as the entire field of view or as a picture-in-picture. Selection of mission critical user modes shall be through a weapon mounted control. This request is to determine industrys capability to develop and build one reflexive aiming system within twelve months. The Government intends to furnish a single TWS, either an AN/PAS-13 C, D, or E, as Government Furnished Equipment to support this effort. At the close of the twelve month period, the power consumption of the NVG, image processing module and weapon mounted sensors/electronics combined shall be less than 4 watts. Total weight added to the ACH shall be less than or equal to 2 pounds. Total weight added to the weapon/TWS shall be less than or equal to 0.5 pounds. The weight added to the soldier for the computational hardware, not mounted to the helmet or weapon/TWS, shall be less than or equal to 2 pounds. Potential Offerors will be required to submit technical data associated with proposed system to include, at a minimum, system weight, size/package, power consumption, and supporting visuals. If a similar system is being used as a basis for modification under this effort, describe the current system in detail. This information should include environmental testing performed, soldier testing performed, size/package, weight, and power consumption. Responses should be less than 20 single pages in length. Technical information shall be submitted within 14 days to: Miss Moria Ingalls, telephone (703) 704-1946, fax (703) 704-3449, email moria.ingalls@us.army.mil, mailing/shipping address: Product Manager Sensors and Lasers, ATTN: SFAE-SEQ-SSL (Moria Ingalls) 10170 Beach Road, Bldg. 325, Ft Belvoir, VA 22060-5820. If sample systems are provided, they will be returned to the Offeror NLT than 60 days after receipt. This request is limited to contractors that are capable of providing a completely integrated system that meet the requirements herein defined. All information is to be submitted at no cost or obligation to the Government. Information obtained through this sources sought announcement will be utilized for planning purposes only. Documentation provided will not be returned. This is a sources sought notice only. It is for planning purposes only and should not be construed as a Request for Proposal or a commitment by the United States Government to procure any systems.
