[SOLE SOURCE EXPLANATION] NASA/DFRC intends to lease the items from Ideal Aerosmith. There are alimited number of rate tables available with the proper accuracy andspecifications required to support CEV PA-1 phasing tests. IdealAerosmith has the table available at the times needed for the tests atthe Development Lab in TX and also at the WSMR lab in NM. IdealAerosmith provides a lease option that is not typically found in thismarket and to purchase a new table would not be cost effective. By usingIdeal Aerosmith NASA, the CEV project can meet schedule and costconstraints while accomplishing the goals and objectives of the phasingtests.
