- Description
- NASA/Goddard Space Flight Center (GSFC)intends to issue a Request for Proposal (RFP) for the PropellantManagement Device (PMD) study to support the Magnetospheric MultiScale(MMS) Project. The scope of work for this procurement entails the Contractor providingthe facilities, personnel, services, equipment, and materials inaccordance with the Magnetospheric MultiScale (MMS) Propulsion TankStudy Statement of Work. The draft Statement of Work (SOW) defines thepreliminary analysis of the fluid behavior in the baselined propellanttanks. It also defines the work necessary to provide a preliminaryconcept of a Propellant Management Device (PMD) for these tanks. TheStatement of Work will be provided with issuance of the RFP. The scope of this SOW shall include the selection of a preliminary PMDconcept for the baselined tanks; preliminary analysis of the fluidmotion in the tank; determination of the nutation dampingcharacteristics of the fluid with the PMD concept; determination of theapproximate amount of residual propellants in the tank for thepreliminary PMD concept; presentation of the results of this analysis atNASA GSFC; and, a report on the results of the analysis. The period ofperformance will be for six (6) months. This procurement will be a full and open competition. NASA/GSFC anticipates awarding a Firm Fixed-Price type contract forthis effort with an anticipated award date on or about June/July 2009. The Government does not intend to acquire commercial items using FARPart 12. See NASA Specific Numbered Note "26". The North American Industry Classification System (NAICS) Code for thisprocurement is 336415, with a corresponding size standard in number ofemployees of 1,000. The anticipated release date of the RFP is on or about March 26, 2009with an anticipated offer closing date on or about April 27, 2009. Theactual due date for receipt of offers will be stated in the prospectiveRFP. Upon issuance of the RFP, all qualified responsible sources maysubmit an offer which shall be considered by this agency. An Ombudsman has been appointed -- see NASA Specific Numbered Note "B". The solicitation and any documents related to this procurement will beavailable over the Internet. These documents will reside on a WorldWide Web (WWW) server, which may be accessed using a WWW browserapplication.
