Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W911SD-09-T-0069 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 485510 with a small business size standard of $6M. This requirement is a [ Service-Disabled Veteran Owned ] set-aside and only qualified offerors may submit bids. The quantity includes one empty bus to trail the convoy., 8, EA; LI 009, CONTRACTOR MANPOWER REPORTINGSee Paragraph titled: CONTRACTOR MANPOWER REPORTINGFSC: V222Unit Identification Code (UIC): W1FB25, 1, EA; For this solicitation, USA ACA United States Military Academy intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA United States Military Academy is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. Delivery is as identified within each line item. 1. Bus capacity minimum of 55 seats, which ensures (1) bus has 35% increased baggage capacity and (2) bus has 1200 mile fuel range (no refueling). 2. Each bus shall be A/C equipped. 3. Each bus shall be Restroom equipped. 4. Each bus shall be TV/VCR equipped. 5. As a minimum, the contractor shall provide driver relief between 7-1/2 and 9-1/2 hours. Relief drivers are not allowed to ride on the first leg of the trip. Relief drivers must be picked up at change location.. 6. Contractor must provide a bus supervisor during loading, transporting and unloading. 7. The same supervisor as above must attend a pre-deployment meeting to be scheduled at West Point, NY. 8. Toll charges, fuel and fuel surcharges shall be included in quoted price. 9. Buses must spot one hour in advance of departure times. 10. An empty bus must trail each convoy. (Quantities of buses for each line item include the empty bus.) 11. A Breakdown plan must be provided to Government Point of Contact for approval, prior to the first movement. 12. Contractor must use the following route: Local route from Camp Buckner, West Point, NY to Rte 84, to Rte 380, to Rte 81, to Rte 80W, to Rte 76, to Rte 71S, to Rte 265, and to local Rte to Ft. Knox. Trips from Fort Knox, KY to Camp Buckner, West Point, NY will use the reverse of this route. This entire trip is approximately 15.5 hours from start to finish (with stops). 13. Contractor must be registered in the CCR (Central Contractor Registration) (see http://www.ccr.gov/) and also be registered in the ORCA (Online Representations & Certifications Application) (see http://orca.bpn.gov/) web site. 14. Bus contractor providing required transportation must be a DTMO (Defense Travel Management Office) approved carrier and their Military Bus Agreement (MBA) with the DTMO will be incorporated into any resultant contract by reference. Given the critical nature of this requirement, it is essential that past performance be considered when evaluating contractor offers. Contractors will be requested to provide references of other military bus movements they have supported to include name and phone number of Government point of contact. (End of Specification)
