Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation W912LM-09-T-8001 is being issued as a Request for Quotation. (III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-30. (IV) This acquisition is Full and Open Competition. The associated NAICS code for this acquisition are 334511, small business size standard is 750 Employees. (V) COMMERCIAL ITEM DESCRIPTION: The Minnesota Air National Guard is soliciting a contract for an Instrument Landing System (ILS) equipment, specifically a MARK 20A (or equal), to replace the existing MARK 2, currently installed at Miller Army Air Field (Miller AAF), Camp Ripley. Contact the Minnesota Air National Guard for full solicitation and specifications. See POC information below. A site visit will be required for all vendors and will give the opportunity for possible questions to be answered in which all vendors will have an equal advantage. Tentatively, this will be scheduled for the 12 March 2009. The full solicitation is posted on the FBO web site, conduct a Contracting Opportunities Search for W912LM09T8001. You must register before being allowed access to documents on FBO. (VII) DESTINATION (VIII) The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial. (IX) The Government anticipates awarding a firm-fixed price contract resulting from this solicitation, and reserves the right to select and procure a system that is the most compatible and is the best value. (X) FAR 52.212-3, Offerors Representations and Certifications, Commercial Items (offerors shall include a completed copy as part of their quote). A copy of the Offerors Representations and Certifications is available at (http://farsite.hill.af.mil). (XI) FAR 52.212-4, Contract Terms and Conditions is incorporated by reference and applies to this acquisition with the following addendum: DFARS 252.204-7004 Required Central Contract Registration, Commercial Items. (XII) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders; DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; Additional FAR clauses cited within the above clauses, which are applicable, will be incorporated into the solicitation and the resulting contract. (XIII) The following clauses are incorporated by full text: see solicitation for full terms and conditions; (Full text of all clauses and provisions are available at (http://farsite.hill.af.mil) (XIV) N/A (XV) All information relating to this solicitation, including delivery schedule, special notes, pertinent specifications, changes/amendments, questions and answers, will be available from the Minnesota Air National Guard Contracting Office. Formal communications such as request for clarifications and/or information concerning this solicitation must be submitted in writing or via e-mail to the addresses below. Offerors are requested to submit questions/clarifications to the email address noted below not later than 12:00 pm central standard time, 16 March 2009. Terms of the solicitation and specification remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation shall apply. Award can only be made to contractors registered in Central Contractor Registration (http://www.ccr.gov). (XVI) Quotes will be due to the Minnesota Air National Guard, 133 MSG/MSC, 610 Militia Drive, St, Paul, MN 55111-4120 by 19 March 2009, 12 pm central standard time.
