- UNICOR intends to enter into a 3 year firm fixed price with Economic price adjustment every 12 months requirements type contracts for lumber for delivery FOB destination to UNICOR Talledega AL. Solicitation number is FN1287-09 and this solicitation is issued as a Request For proposal (RFP). Items will be various lumber. Specific items, quantities, specifications will be listed in detail in the solicitation. Delivery of all items will be 14 days for the first delivery order and 7 days for all delivery orders thereafter. Offerers will be required to maintain a consignment inventory of 5000 bf of each lumber item at their facility to meet the 7 day delivery time set forth in this solicitation. All lumber must be FSC certified. Offerors will be required to submit FSC Chain of Custody Certificate numbers. All shipments delivered under this contract shall have all proper documentation to prove chain of custody of FSC certification. The minimum delivery order quantity 5000 bf (net tally) for lumber per delivery order. Maximum delivery order quantity 50,000 bf per delivery order Variation in quantity 5% under and 10% over variance. Offerors are advised that the Government intends to evaluate offers on a single award basis. This solicitation will result in only one awarded contract. Bidders shall submit signed and dated offers to UNICOR Federal Prison Ind., Route 15, 2 Miles N of Allenwood, Allenwood PA 17810 Attn: Tiffani Balestrini, Contract Specialist if sending UPS or Fedex. If sending offers via United States Postal Service please send to UNICOR Federal Prison Industies, PO Box 1500, White Deer, PA 17887 Attn. Tiffani Balestrini, Contract Specialist. Faxed proposals are accepted and may be faxed to 570-547-0371. This information shall be displayed on the outside of the envelope with the solicitation number and offer closing date. All bidders must complete the Business Management questionnaire in Section L of solicitation document with three references. References must be for same or similar items. All Bidders must complete the ACH form and the CCR Registration, which can be found on UNICOR's webpage at www.unicor.gov and complete the on line representations and certification ORCA, which can be obtained at https://orca.bpn.gov/. For the ACH form click on business commercial opportunities, navigate to, procurement forms and click on ACH form and print. For CCR Registration scroll down the page to Central Contractor Registration and complete internet based form. CCR registration, ORCA registration and ACH form must be completed prior to closing date, to be considered for award. Fax proposals are accepted at 570-547-0371, Attn: Contract Specialist, the fax cover sheet shall reference the solicitation number and offer closing date and time. All bidders must acknowledgment all amendments if any. Offers received after the exact time and date specified will not be considered. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer represents the best value to the government. The following factors shall be used to evaluate proposals: Past Performance, Specification, and price. A written notice of award or acceptance of an offer will be mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. The solicitation will be available on Fedbizops at www.eps.gov on or about March 6, 2009. No copies of the solicitation will be mailed. All responsible bidders may submit a quote which will be considered.
