Description
In accordance with FAR 6.302-1, only one responsible source and not other supplies or services will satisfy the agency requirements, the Department of Interior Minerals Management Service (MMS) intends to award a sole source purchase order to Subsurface Consultant and Associates to train new geoscientists who do not have effective training or applicable background related to petroleum geology and any interpretive and mapping experience related to oil and gas exploration and development. Training will be in the New Orleans area. No award will be made on the basis of quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to this notice. The intent of this Special Notice is for informational purpose only. However, all information received within 10 working days after the date of publication of this notice will be considered by the Government. Certification Requirements: New Employee/FCIP Training RequirementsAccelerated Training Program The Geosciences professionals at the MMS are responsible for evaluating fair market value of offshore leases, ensuring conservation and diligence of resource development, estimating the volume of public resources and reserves, and assuring safe operations throughout the Gulf of Mexico. A training program to bring the many new employees and FCIP personnel up to speed as soon as possible is essential. With critical time frames outlined by the OCS Oil and Gas Leasing Program 2007-2012, new employees need an accelerated training program to bring them to minimum levels of competency in a shortened time frame. This training program needs to accommodate 10 to 20 new employees, be intensive, concentrated, and tightly integrated with geology, geophysics and engineering disciplines. This training program should also be commercially available in an off-the-shelf configuration designed for oil and gas prospect and development analysis. The training should integrate critical hands-on experience to allow the new employee to return from training and immediately contribute to mission goals. The training must take place this summer (2009) as there are already 12 to 15 new employees on board that are mandated to be trained by the FCIP program or are just new hires that need to be incorporated into Unit assignments as soon as possible. Required areas of competency for an MMS Geoscientist are structural styles; sequence stratigraphy; open-hole log analysis; seismic survey design, acquisition, and processing; 2-D and 3-D seismic subsurface interpretation; subsurface geological mapping; oil and gas prospect identification; field determination and mapping; and field performance and reserves estimation. Also, overviews of the oil and gas industry in general are important for these new hires as many of them have little or no Gulf of Mexico backgrounds. Through past history at the MMS this training must also include an intensive mentored mapping project workshop in conjunction with the classes in a controlled environment with measureable results. Furthermore, the training needs to be at MMS, New Orleans.
