- Attachment 1 - Statement of Work for Media Monitoring/ Clips, Analysis and Metrics THIS PRESOLICITATION (W474826Y), IS A COMBINED SYNOPSIS/ SOLICITATION POSTED UNDER A PRESOLICITATION IN ORDER TO UPLOAD THE ATTACHMENTS. This is a combined synopsis/ solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The purpose of this Presolicitation (W474826Y) is to Request for Quote (RFQ) for daily media monitoring and analysis for the Federal Emergency Management Agency (FEMA) External Affairs Office. The North American Industry Classification Systems (NAICS) code for this requirement is 519190 with a size standard of $7 million. THIS REQUEST IS FOR COMPETITIVE QUOTES. The Government will accept quotes from all responsible sources with the capability to provide the requirements as described in the attached statement of work (SOW), "Attachment 1". The Government intends to utilize best value source selection procedures to award a contract to the contractor whose offer conforms to the RFQ's requirements and is considered to be the most advantageous to the Government, price and non-price factors considered. The following technical evaluation factors have been tailored for this RFQ: Technical Approach - This factor will help measure the offeror's understanding of the project. The required Management Plan will be incorporated by reference into the contract and will be used as a standard for evaluating contractor performance. Relevant Prior Experience - This factor will allow the Government to gauge the offeror's experience on projects of similar size and complexity and assess the likelihood of success on this project. Quality of Past Performance - This factor will allow the Government to determine the level of quality of past performance through references obtained from parties currently receiving services from the offeror. The three technical factors - Technical Approach, Relevant Prior Experience, and Quality of Past Performance - are equal in importance and when combined, are approximately equal to Price. Please include your company's DUNS and Tax ID numbers in your quote. In order to be awarded a Government contract, your company must be registered in the Central Contractor Registration (CCR) system which can be accessed at http://www.ccr.gov. Please provide any questions and all quotes to Amanda.Gilbert@fema.gov, by 11:59 A.M. Eastern Standard Time, 12 th of March 2009. The Government will not pay for any information received. Quotes will only be accepted via email. NO FAXED QUOTES WILL BE ACCEPTED.
