Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information contained in this notice. The procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through February 2009 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars 2005-30. This acquisition is NOT a small business set-aside and the NAICS code is 519120. It is the intent of the National Library of Medicine (NLM), to negotiate on a sole source basis with the British Library in Boston Spa, United Kingdom (UK), for continuation of indexing services under the current purchase order for journals published in the UK for citation in MEDLINE/PubMed. The British Library has provided such services to NLM for more than 25 years, and possesses staff members that have been fully trained to perform MEDLINE indexing. Using their own copies of journals published in the UK, and using their own computer equipment and telecommunications system, British Library-trained staff will analyze journal articles for subject content and apply appropriate subject headings drawn from NLM's controlled thesaurus, MeSH (Medical Subject Headings), using the NLM's Web-based indexing system (to which NLM will provide access). The British staff members are trained in NLM MEDLINE indexing policy and have many years of satisfactory indexing performance from their staff. Use of this source would eliminate the need to train new indexers. Indexing will be performed following the policies and rules specified in NLM's MEDLINE Indexing Manual and technical memoranda. The journal articles are highly technical in nature, and require subject knowledge of the biomedical sciences in order to perform adequate subject analysis and indexing. The volume of indexing is anticipated to be approximately 32,000 journal articles per year. The period of performance is anticipated to begin on or about March 23, 2009 with options for four (4) successive one-year periods. All proposals received within 15 days from the date of publication of this synopsis will be considered by NLM. Responses must be in writing and must be received in this office by March 19, 2009 and must include pricing information and meet NLM's requirement. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NLM to determine if the party can perform this requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). NLM Synopsis No. NLM-09-077-UHP. EMAILS WILL NOT BE ACCEPTABLE. Firms interested in responding to this notice must be able to provide the professional services required by NLM. The offeror shall include all information necessary to document and/or supports the qualification criteria in one clearly marked section of its quotation.
