Description
The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA intends to enter into negotiations on a full and open competition basis, for a firm fixed price, indefinite delivery, indefinite quantity (IDIQ) type contract for painting, plating and coating of various jobs, with a minimum quantity of $500.00 and a maximum quantity of $800,000.00 over the period of performance. The Government anticipates awarding multiple contracts for this requirement. The Government anticipates that there will be some jobs that are critical in nature and must be completed within 3 days or less from issuance of the delivery order. Therefore, the Government reserves the right to hand carry and pick-up items at the contractor's facility. The contractor shall possess a thorough working knowledge of the plating and coating processes including as a minimum: Sulfuric Anodize, Black Oxide, Copper, Electroless Nickel, Gold, Hard Anodize, Solid Film Lubricant, Nickel, Passivate, Phosphate, Rhodium, Silver, Tin, Tin Lead, Vacuum Cadmium, Zinc, Galvanizing and Powder. It is the intent of the Government to award multiple contracts for this type of support, although the Government reserves the right to issue a ! single contract depending on the solicitation responses and the technical capability of the offerors. Contract awardees will be allowed a fair opportunity to compete for orders valued at greater than $2,500 under this requirement. This contract will be awarded as a 100 percent Small Business Set-aside. The NAWCWD will identify the requirements and any special preparation pertinent to the specific job in each delivery order. Jobs procured as part of this contract will be considered time critical, therefore, special delivery requirements will be implemented. NAWCWD will issue any additional applicable data required by issuing electronic requests for proposals to all contract awardees. Contractors shall respond electronically with price, delivery and any other pertinent information by the time specified in the request. The NAWCWD will issue electronic delivery orders resulting from the proposals. The contractor shall provide supporting documentation and certification verifying! compliance to applicable specification requirements for each product ordered. The solicitation will be posted on the Navy Electronic Commerce Online Website at http://www.neco.navy.mil and the FEBBIZOPPS website at http://vsearch2.eps.gov/servlet/searchservlet on or about 3/16/09. The solicitation will close on or about 3/31/09. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.ccr.dlis.mil/ccr/scripts/index.html. Awards will be issued under the authority of the test program for commercial items (FAR 13.5). All responsible sources may submit a proposal that will be considered by the agency. Responses must include all information requested in the written Request for Quotation (RFQ). Evaluation for the award will consider delivery time, past performance/experience, technical capability, price and other factors.
