- ***Send all correspondence regarding this solicitation in writing to Pamela Jacksonat pameal.l.jackson@nasa.gov or fax 256-544-5028.**NASA/MSFC has a requirement for ABAQUS software lease renewal.NASA/MSFC intends to purchase the items from Dassault Systemes Simulia Corp on a solesource basis. ABAQUS software has been in use at the Marshall Space Flight Center forover 15 years.A significant amount of labor hours has been invested in learning andusing ABAQUS software, and this knowledge is not directly applicable to any othersoftware provided by any other source.Also, many analytical models exist at the Centerthat were created in ABAQUS, and a significant time and cost investment would be incurredto translate or recreate these models for use with any other software, or to retain theuser community on any other software. Simulia Corporation has proprietary copyrights onthe ABAQUS software. The requested lease renewal and maintenance are not available fromany source other than Dassault Systems. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Pamela Jackson at pamela.l.jackson@nasa.gov no later than 4:30 p.m.CST on March 12, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
