Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; fixed price proposals are being requested and a written solicitation will not be issued. The solicitation number is NAMA-09-Q-0036 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30 effective February 13, 2009. The Government reserves the right to make an award on the initial quote without discussions of this procurement. Evaluation and award will be in accordance with the procedures of FAR Subpart 13.106 Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation. Award will be made on the basis of the lowest price technically acceptable proposal as listed below for participation in the American Indian/Alaska Native community internship program purchase at the National Archives and Records Administration. BACKGROUND: The National Archives and Records Administration (NARA) has a critical need to expand its recruitment presence in the American Indian/Alaska Native community. Indeed, NARA’s Strategic Plan calls for NARA to strive toward increasing the percentages of NARA employees in underrepresented groups to match their respective availability levels in the civilian labor force. Currently, American Indians comprise less than 1 percent of NARA’s workforce. Traditional recruitment methods alone are not enough to address this problem; Federal agencies must look to alternative sources for American Indian applicants. In an effort to meet the expectations set forth in the Strategic Plan, NARA is seeking to partner with an internship organization that can assist NARA in expanding its outreach in the American Indian/Alaska Native community. Specifically, NARA is seeking assistance in filling five vacant intern positions for the summer 2009. The internships will focus on locating, researching, and organizing archival documents and records of particular interest to American Indian/Alaska Native communities. Requirement CLIN 0001 total price for 5 summer interns Intern Requirements.Be currently enrolled in an undergraduate or graduate program in an archives or related field of study (e.g., history, library and information science, museum studies, etc.);.Be a student in good academic standing as defined by the college or university in which the student is enrolled;.Demonstrated experience and/or interest in the archival field or related profession..Be available for a ten-week period beginning June 1, 2009. The partner organization must be able to provide the following services:.Market NARA internship opportunities to eligible applicants;.Identify, recruit, evaluate, and process applicants for identified NARA internship positions;.Facilitate travel and housing arrangements for the selected interns;.Provide a structured program of academic and social activities to supplement the internship experience;.Provide ongoing counseling and programmatic support to the interns throughout their internship experience. In addition the partner organization must be able to provide these services within sufficient time to meet the start date of the NARA summer internship program: June 1, 2009. In particular, intern applications and other relevant materials must be available for NARA to review by March 18, 2009 in order to allow sufficient time for the interview and selection process. The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price contract: FAR Clause 52.212-1, Instructions to Offerors Commercial Items (Nov 2007); FAR Clause 52.212-3, Offeror Representations and Certifications- Commercial Items (Nov 2007); offerors shall complete only paragraph (k) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (j) of this provision. A copy of the provision can be found at http://www.arnet.gov/far/: FAR 52.212-4, Contract Terms and Conditions-Commercial Terms (Feb 07); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Dec 2007). Paragraph (b) of this clause incorporates by reference the following FAR clauses: 52.222-3 Convict Labor (Jun 2003), 52.222-19 Child Labor- Cooperation with Authorities and Remedies (Aug 2007), 52-222-21 Prohibition of Segregated Facilities (Feb 1999), 52.222-26 Equal Opportunity (Mar 2007), 52.232-33 Payment by Electronic Funds Transfer/Central Contractor Registration (Oct 2003). Two copies of each quotation should be mailed to National Archives and Records Administration (NARA), Attention: Stuart Hitchings, 8601 Adelphi Road, Room 3360, College Park, MD 20740-6001 or e-mailed to: stuart.hitchings@nara.gov. Quotations should be received by 12:00 PM EST on March 16, 2009. Failure to submit quotations by the due date may result in rejection of the proposal. Questions regarding this solicitation must be submitted in writing to Mr. Stuart Hitchings no later than 12:00 PM EST on March 11 2009 to be considered. Vendors submitting via e-mail are cautioned to allow one extra business day for delivery and confirm receipt of quotation as the e-mail will need to pass through IT security. Failure to meet the deadline for receipt may result in rejection of the quotation as untimely. Telephonic responses will not be processed.
