- This Sources Sought/Market Survey is being issued to identify potential small, bondable, and experienced businesses such as: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB): (2) Veteran Owned Small Businesses (VOSB); (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Women Owned Small Businesses (WOSB), (6) and/or Small Disadvantaged Businesses (SDB) that are capable of meeting the design/construct needs for the Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), Washington, DC. The design and construction need is relative to Project # 640-424B titled, Design/Build Temporary Modular Building Complex at the VA Palo Alto Health Care System, Menlo Park Campus. The contractor shall provide all labor, materials, transportation, supervision, supplies and tools necessary for the design, manufacture, delivery, set-up and final build out of approximately 45,000 GSF, of Pre-engineered buildings (i.e. turnkey). All footing and foundation work, site utility work, and site preparation is included. It shall be noted that the Department of Veterans Affairs, will consider an option to lease or purchase the modular buildings which ever is advantageous to the Department of Veterans Affairs. If leased, the anticipated lease period would be forty-eight (48) months with two consecutive twelve month (12) extension options. The estimated cost range for this project is between $10,000,000 and $20,000,000. The applicable North American Industry Classification System (NAICS) is 321992 and the small business size standard is 500 Employees. The award of a firm fixed-price design/build contract is anticipated. Interested bondable small businesses having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this sources sought/market survey. Responses must include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity; (4) Manufacturing and construction experience of similar projects in size and scope; (5) Your specific interest in either a lease or a purchase or both, and (6) Sources Sought announcement number and specific project location. E-mail your responses to the Contracting Officer Frank A. Clemons, at frank.clemons@va.gov no later than 1:00 pm EST, March 16, 2009. Please note that this is not a request for proposal (RFP) and the government is only seeking information for market research/survey purposes. The government may or may not issue solicitation documents. Look for any further information in fbo.gov. Telephone inquiries will not be returned. Technical questions at this time are discouraged as the government is still working on the specifications.
