- Under Statutory Authority 41 USC 253 (5) and 38 U.S.C. 1720 the Government anticipates entering into a sole source acquisition negotiation for placement and services of eligible veterans into Weston County Health Services, 1124 Washington Blvd., New Castle, WY 82701. This acquisition is for VA Black Hills Healthcare System, Hot Springs and Ft. Meade, South Dakota, VISN 23. The Basic Ordering Agreement will be set up for the base year with 4 one-year options. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by services available from one source in a specific area of responsibility. This action is for services which the Government intends to solicit and negotiate with only one source under FAR 6.302-5 and under commercial item format prepared in accordance with the format in Federal Acquisition Regulation (FAR) 13. This notice of intent is not a request for competitive proposals; the reference/solicitation number is VA-263-09-RQ-0120 and issued as a request for quotation (RFQ) notice. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
