Description
The National Institutes of Health (NIH) intends to negotiate under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) sole source with Phyllis Donoghue 2410 Chilham Pl. Potomac, MD 20854 for the continuation of services to support the NIH Departmental Contract Information System (DCIS). The contractor shall continue to assist the agency with the following: Coordinate with the NIH Institutes/Centers to verify and validate their acquisition data, including dollars and numbers, for completion of the “Solar Chart” and all of the associated back-up material for FY 2008 data for the various acquisition mechanisms; Reconcile the DCIS frozen files with the new data elements required by Federal Procurement Data Services (FPDS)-NG for the last three fiscal years; Provide detailed knowledge of the DCIS data to query for sample reviews, workload assessments, and special reports required by the Head of Contracting Activity (HCA) and other levels of NIH Management; Structure special frozen files for the last three years that will be saved to CDs for historical records; Assess the data elements required by FPDS-NG to determine if other elements will be needed by the NIH, and therefore should be added to DCIS; Assist the Office of Acquisition Management and Policy (OAMP) in implementing the upcoming, new FPDS requirements including communication venues and training for the acquisition communities; Assist in reconciling DCIS data with NIH Data Warehouse and nVision/New Business System (NBS) data. Again, this is a notice of intent to negotiate on a sole source basis with Phyllis Donoghue for the continuation of services and is not a request for competitive proposals. The Government intends to issue a firm-fixed price purchase order for the services requested utilizing simplified acquisition procedures. Interested parties may identify their interest and capability to respond to the requirement or submit capability statements by email to Garnesl@od.nih.gov, Contract Specialist by March 11, 2008 at 1PM EST. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
