Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.5) with the Ellex Incorporated, 7138 Shady Oak Road, Minneapolis, Minnesota, as the one responsible source that can provide a 10 MHz Posterior Segment Imaging, Biometry A-Mode and Diagnostic A-Mode, and Kohn Shell (Adult, ABD). Specifically, this system shall be capable of capturing ultrasonic images and measurements of both anterior and posterior segments of the eye. The system shall be capable of performing axial length biometry A-scan, diagnostic A-scan, posterior segment B-scan (with video recording capability) and anterior segment B-scan. The system shall be capable of performing intra-ocular lens calculations using Holladay-I, Hoffer-Q, SRK-T and Haigis formulae. The system shall also have internal memory/ data archive capability, multiple USB ports, printer capability and a video monitor. The electrical requirements are 120 VAC, 60 Hz. Ellex Incorporated is the only manufacturer that can provide an ophthalmic ultrasound scanner capable of both anterior and posterior segment B-scans of the eye and is capable of all four required IOL calculation formulae. Specifically, the contractor shall provide: - 10 MHz Posterior Segment Imaging, Biometry A-Mode and Diagnostic A-Mode, and Kohn Shell (Adult, ABD), (Quantity 1 each) - 20 MHz Wide-Field Anterior Segment Imaging Mode, (Quantity 1 each) - Operator Manual (Quantity 2 each) - Service/Schematics Manual (Quantity 2 each) This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13.5). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 423460 with a Small Business Size Standard of 100 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Shannon Lertora at shannon.lertora@med.navy.mil. Statements are due by 03:00 PM Eastern Time on 20 March 2009. No phone calls accepted.
