Document Type: Solicitation Notice Solicitation Number: W9126G-09-R-0015 (SBSA) Posted: 10 February 2009 Current Response Date: 21 April 2009 Classification Code: R - Professional, Administrative and Management Support Services NAICS Code: 541620 - Environmental Consulting Services Provide environmental consulting services for environmental compliance projects with nationwide coverage in support of the U.S. Army Corps of Engineers (USACE), Southwestern Division (SWD) used primarily to support Air Combat Command, Army National Guard, various installations under IMCOM, and the Department of Homeland Security. Multidisciplinary services are required for preparation of complete or partial Environmental Impact Statements (EIS), Environmental Assessments (EA), Biological Assessments, Environmental Condition of Property reports; hazardous material/waste inventories and recovery plans; National Historical Preservation Act compliance and documentation, historical and cultural resource investigations; natural resource investigations, biological surveys, waters of the U.S. including wetlands jurisdictional determinations; air emission inventories, permit applications, and conformity analyses; multi media environmental compliance audits/inspections; storm water pollution prevention planning; pollution prevention assessments, baseline environmental/human health risk assessments; GIS/Remote Sensing support, and other scientific and technological investigations to accomplish environmental compliance and complete environmental support for the Environmental Resources Branch, Planning/Environmental/Regulatory Division, Fort Worth District, U.S. Army Corps of Engineers (USACE). This solicitation is SET ASIDE FOR SMALL BUSINESS (SBSA). The Government intends to award one Firm Fixed Priced (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) in the amount of $16,000,000.00 for a period of five years. This is considered part of a multiple award along with Solicitation No. W9126G-09-R-0016. The acquisition board will decide which task orders are best suited for the SATOC based on complexity, skills base, and past performance. The SATOC will not compete for task orders against the Unrestricted Pool contracts awarded under Solicitation No. W9126G-09-R-0016. The work may be at any location within the United States or its Trusted Territories. The North American Industry Classification System (NAICS) Code applicable to this project is 541620, Environmental Consulting Services. The associated size standard is $7.0 Million. Anticipated evaluation factors will be technical capability, past experience, past performance, management capability and cost/price. The successful offeror must be able to obtain a Department of Defense Industrial Security Clearance for the handling and storage of classified materials. A secret clearance must be obtained prior to contract award. Distribution of the RFP documents will be made strictly through the Internet. There will be no printed or compact disk copies distributed to contractors. Additionally, the Government will notify contractors of amendments to the RFP by posting them on Federal Business Opportunity (FedBizOpps) Website at http://www.fbo.gov. Contractors are responsible for checking the website daily for any posted changes to the solicitation. The solicitation will be issued on or about 19 March 2009 with proposals due on or about 21 April 2009. To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov. This acquisition is subject to the Vietnam Era Veteran's Readjustment Assistance Act of 1972 and the Veterans Employment Opportunities Act of 1998.
