Description
A question to industry is hereby posted. Please see the attached Question toIndustry document.The Government is considering the contract type for the GFO-2 requirement. Itis requested that industry provide input into the following questions: 1.) Is Firm Fixed Priced contracting a feasible option for thisrequirement?Why or why not? 2.) Is the structure of the draft documents currently provided conducive toFixed Price Contracting? Why or why not? Responses are due no later than Tuesday March 10, 2009 at 2pm PDT.Responses may be submitted through the SPAWAR E-commerce website ordirectly to Ken Nickel at kenneth.nickel@navy.mil Updates to the GFO-2 DRAFT SPEC, SOW, IRD, and CDRL LIST are herebyposted. The Space and Naval Warfare Systems Command (SPAWAR) in support of theProgram Executive Office-Command, Control, Communications, Computers,Intelligence and Space (PEO-C4I & Space), Navy Battlespace Awareness andInformation Operations Program Office (PMW-120) intends to conduct anunrestricted competitive procurement for a Navy Altimetry Satellite. ThisAltimetry Satellite replaces the Navy's Geosat Follow-on (GFO) Satellitelaunched in 1998. The program for the new Altimetry Satellite is called GFO-2. The Government intends to award a Cost Plus Incentive Fee (CPIF)/Cost PlusFixed Fee (CPFF) contract. A Request for Proposal (RFP) is anticipated to beissued in December 2008. The anticipated award date is September 2009.FAR Part 15, Contracting by Negotiation, will be utilized. Additional information regarding this procurement may be found on theSPAWAR E-Commerce web site: https://e-commerce.spawar.navy.mil underN00039-09-R-0005. It is the responsibility of the interested parties toindependently review this web page frequently for updates to any and alldocuments.
