- Synopsis: White Sands Missile Range Engineering Battalion Headquarters Pre-Solicitation / Synopsis Notice ONLY. This is not a solicitation. A solicitation will be issued at a later date. REVISED 05 March 2009 CONTRACT INFORMATION: This construction contract will be procured through a design/build (D/B) one step request for proposal (RFP) process with full and open competition. This project will include the complete design and construction in the contract. The project location is at White Sands Missile Range New Mexico. The design shall comply with the White Sands Missile Range Installation Design Guide (IDG) and the White Sands Missile Range Area Development Guide (ADG). This is DESIGN/BUILD for the design and construction of Headquarters Facilities (HQ). This project type is to provide facilities for the purpose of housing Battalion Administrative and Command Operations. It is intended to be similar to office type buildings in the private sector community. Assume 20 percent of personnel are female unless otherwise indicated. The project will include one (1) Large stand alone Battalion Headquarters building of 18,100 gross square feet. Provide all site design and construction within the HQ limits of construct ion necessary to support the new building facilities. Supporting facilities include, but are not limited to utilities, electrical service, exterior and security lighting, fire protection and alarm systems, security fencing and gates, water, gas, sewer, storm drainage and site improvements. Antiterrorism/ Force Protection measures, mass notification, interior design services shall also be included in the facility design in accordance with applicable criteria and per UFC as per the Brigade/ Battalion HQ. Admin., Center of Standardization (COS). Access for individuals with disabilities will be required.. The magnitude of design, construction design and construction is estimated between $2-$4 Million. The RFP is anticipated to be issued on or about 23 March 2009, and offers will be due on or about 23 April 2009. No public bid opening procedures are applicable to this solicitation. A firm fixed price Small Business Competitive Solicitation and resulting contract is anticipated to be awarded using Best Value evaluation criteria. Anticipated award date is 1 June 2009. Anticipated project completion date is staged but overall duration of construction is 18 months design and construction time, from date of award. The successful offeror is required to perform at least 25 percent of the final cost of the contract, not including the cost of materials, with it s own employees. The (NAICS) code applicable to this project is 236220. SIC is 1542. The Product Service Code is Y111. This Bid is restricted to competitive Small Business, in the geographical area of El Paso, TX (El Paso County) and the state of New Mexico. Therefore only small businesses in these geographical areas may compete.
