Description
The National Geospatial-Intelligence Agency (NGA) intends to award several contracts under BAA1582-09-BAA-0006 in several specific research topics all pertaining to Advancing Image and Geospatial Analysis (AIGA) Program. The AIGA effort will conduct research and develop software to solve some of NGA’s pressing and hard geospatial intelligence problems relating to target identification, scene characterization, change detection, as well as pattern discovery and analysis of competitive hypotheses. AIGA focuses on critical mathematical and scientific research to develop advanced capabilities that will significantly enhance data exploitation methods and solve these problems. The purpose of these contracts is to develop research objectives in four research topics. The Basic and Applied Research Office of the NGA InnoVision Directorate has a continued need for new approaches to the AIGA problem. AIGA 2009 consists of four topics: “Framework for Characterizing, Classifying and Tagging Background, Anomalies, and Targets”, “Compression and Restructuring of High Dimensional Multimodality Datasets,” “Spectral and Spatial Fusion of Hyperspectral Data and Other Imaging Modalities,” “Framework for Anticipatory Analysis of Human Individuals and Groups.” All awards will be based on merit competition. The total period of performance for these contacts is no more than three years and the emphasis will be on the proposed work in the base period. To access the BAA please go to http://arc.westfields.net (ARC). New users of the ARC must first register (using the “Create New Account” button on the ARC homepage) and obtain a user identifier and password to access the site. Organizations of all kinds also can register (using the “Register Company” button on the Web page) for future unclassified RFP and BAA solicitations. Once registered and logged in at the ARC, potential Offerors can click and select the AIGA ‘09 ARC page under the “Open Source” list. The BAA document files will be posted under the BAA tab on that ARC page. Offerors must also use the Q&A link on the AIGA ’09 ARC page to submit a question or comment regarding the BAA, and to view the responses to all questions and comments, including those submitted by other organizations. For technical questions/comments, offerors should reference the topic number in order to better direct and respond to topic questions. Finally, offerors must periodically check the AIGA ’09 ARC page for announcements regarding updates or changes to the AIGA BAA. These updates will be made via announcements, additional or revised document postings, or responses to questions/comments made via the Q&A function. Offerors are responsible for maintaining awareness of BAA updates via the ARC as there will be no other source for announcement of updates or changes to the BAA other than the ARC.
