Description

National Security Technologies, LLC (NSTec) designs and builds radiation detection systems in a variety of configurations and platforms. These systems use both gamma radiation detectors and Helium3 proportional counters (He3 tubes) for neutron detection. Our systems are supplied to our customers for national security and counterterrorism applications. Providing these products depends on our ability to procure radiation detectors in a timely and cost effective manner. Over the past 20+ years we have accumulated almost 800 He3 tubes that are no longer of use. Some are tubes that have failed but most are from retired equipment. These tubes represent a considerable quantity of recyclable He3 gas. The tubes for recycling represent over 2000 liters of purified gas. We estimate this is enough gas to fill 1000 of the standard 13" tubes or 400 of the 36" tubes. The gas can be maintained in a few cylinders and easily tracked for record keeping and accountability. The objective of this SOW is to establish a process for submitting the initial lot of recyclable He3 tubes to the Subcontractor, requirements for the storage and inventory of the recycled gas, and tracking available inventory levels as new tubes are required and as additional tubes are submitted for recycling. This multi-year contract will have a period of performance of 5 years. Interested parties are to submit Point of Contact information and literature showing capabilities to perform this service in the form of proof of previous experience or company background in this field. Information is to be submitted to the Primary Point of Contact listed in this sources sought solicitation.
