Description
The Value Concepts Office at Fort Monmouth is soliciting input to determine if there is sufficient Industry - Contractor interest to offer training for Value Engineering Change Proposals (VECPs). The VECP Clause contained in virtually every contract allows the contractor to submit money-saving ideas to the government and share the savings. The VECP program exists to provide incentive and reward to contractor cost savings initiatives. If you are a contractor providing supplies or services to the government of over $100,000 per year, you most likely have FAR 52.248-1 referenced in Section I of your contract. This clause in your contract allows you to submit VECPs. VECP is a bit of a misnomer as no engineering is required to submit a VECP. This clause is a 'suggestion program' of sorts that rewards you (the contractor) for ideas you have. Only two conditions apply: 1. The idea requires a modification to your own existing contract to implement (any part of the contract). 2. The idea must save the government money at some point in time. For your VECP the government will share savings found on your contract, and if applicable to concurrent contracts, and future contracts on those as well, for up to 5 years. This is true even if you are not a party to the future and concurrent contracts yourself. The Value Concepts Office at Fort Monmouth is considering offering a half day or full day training class for VECPs. The class would be free of charge to interested Industry - Contractors.
