- This is Modification 2 to the synopsis entitled Crew Robotics Avionics and VehicleEquipment Contract which was posted on January 27, 2009. You are notified that thefollowing clarifications are being made:As stated in the January 27, 2009 synopsis, multiple IDIQ contract awards are anticipatedfor the follow-on CRAVE competition. At least one award will be made to an educationalor nonprofit institution under the authority of 10 U.S.C. 2304(C)(3) as comtemplated bythe provisions of FAR 6.302-3(a)(2)(ii) which states that "full and open competition neednot be provided when it is necessary to award the contract to a particular source orsources in order to establish or maintain an essential engineering, research, ordevelopment capability to be provided by an educational or other nonprofit institution."As was performed under the original CRAVE competition, NASA/JSC is again considering theapproach of using two separate solicitations to fulfill the intent in the aboveparagraph. With this procurement approach, an "Unrestricted" solicitation would beissued for a response from industry and a "Restricted" solicitation would be issued for aresponse from academic and non-profit institutions.In addition, it is again contemplated that an IDIQ contract structure will be used forthe follow-on CRAVE contracts, where both Firm Fixed Price and Cost Plus Fixed FeeDelivery Orders may be issued within the IDIQ contract structure.This synopsis modification is being issued by NASA to solicit input from industry on thefollowing:(1) A procurement approach of using two separate solicitations for the follow-onprocurement.(2) The types of delivery orders that can be issued under the CRAVE follow-on contracts(example: Firm-Fixed Price, Cost Plus Fixed Fee, etc.)(3) Potential incentives on performance under the follow-on contracts, which may includefee structure.(4) Simplifying the acquisition process for the follow-on procurement.All comments and questions pertaining to this synopsis modification must be submitted inwriting via e-mail by March 5, 2009. Correspondence for the CRAVE acquisition should besubmitted to the CRAVE e-mail address at JSC-CRAVE@mail.nasa.gov. Telephone comments orquestions will not be accepted.The due date for responses is extended to March 5, 2009.Documents related to this procurement will be available over the Internet. Thesedocuments will reside on a World Wide Web (WWW) server, which may be accessed using a WWWbrowser application.
