- The National Oceanic and Atmospheric Administration, Acquisition & Grants Office, Eastern Region Acquisition Division, Norfolk, VA has a requirement to provide all labor, supervision, equipment, and material necessary to provide janitorial services under a performance based service contract at the Northeast Fisheries Science Center (NEFSC) building in Narragansett, Rhode Island. The work area covered by the specifications is approximately 14,300 square feet. The period of performance will be April 1, 2009 through May 31, 2010 with four one-year options. These services shall be provided Monday through Friday, Federal holidays excluded, unless otherwise specifically approved by the Contracting Officer's Representative (COR). In order to be eligible for award, there is a mandatory site visit for this requirement. Interested vendors are required to schedule a site visit to be conducted during the period of March 2, 2009 through March 6, 2009 between the hours of 8:00 a.m. and 2:30 p.m. Offers will only be considered from those vendors who attend a site visit. The North American Industry Classification System (NAICS) code is 561720. The small business size standard is $16.5M. The solicitation and subsequent contract will be issued utilizing the test procedures identified in FAR Subpart 13.5, Test Program For Certain Commercial Items. The evaluation will be conducted on a best value basis utilizing experience, past performance, and price factors. To be eligible for award, vendors must be registered with the Central Contractor Registration (CCR): www.ccr.gov and obtain a DUNS number by calling 1-800-333-0505. Prospective contractors are also required to complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with the required CCR registration. Proof of CCR and ORCA registration must be included in submitted quotation package. All responsible sources may submit a quotation which shall be considered by the agency. Copies of the solicitation will be attached as a downloadable Word file to this announcement on or about February 28, 2009. Hard copies of the solicitation will only be provided in response to written or faxed requests received directly from the requestor. Telephone requests will not be honored.
