Description
Solicitation Number: W912DS-09-S-0017 Modification Notice Type: Sources Sought Synopsis: This is an amendment to the Sources Sought/Market Survey announcement posted 29 January 2009; no solicitation exists at this time. The amended survey is being conducted to add design-build experience by the New York District, Corps of Engineers, to determine the size and type of small business firms (to include but not limited to 8(a), HUB ZONE, SDVOSB, and any other small business firms. Any firm in the Northeast Region interested in submitting a proposal for the Multiple Award Task Order Construction (MATOC) contract for design build and construction projects located in the following states: Maine, New Hampshire, Vermont, Massachusetts, Connecticut, Rhode Island, New York, New Jersey, Pennsylvania, Delaware, Maryland, West Virginia and Virginia. The primary focus of the work will be, but not limited to the following locations: Ft Drum/Watertown NY; West Point, NY; the greater New York City area; Picatinny Arsenal, NJ; and Ft Lee, VA. The types of construction include, design/build, adapt/build, renovations and general construction of the following types of facilities: Barracks, Child Development Centers, Fitness Facilities, Warehouse, Administrative Office Buildings, Maintenance/Motor Pools, Medical Clinics, Weapons Research/Testing Facilities, Reserve Centers, Bridges, Roads, Chapels, and Fire Stations. Development of the facilities includes Force Protection measures, communication, fire protection systems, electrical systems, HVAC and mechanical systems, landscaping/site work: consisting of access roads, parking, sidewalks, access drives, and all supporting utilities. The MATOC has a total estimated capacity of $300,000,000.00 over three years. The task orders in this contract may range from $50,000 to $20,000,000. All interested firms have until 12 March 2009 at 2:00PM to submit a Capabilities Statement consisting of the following information: 1) Demonstrate construction experience of similar scope, magnitude and complexity to the above listed projects; 2) Demonstrate that the firm has appropriate bonding capabilities(single contract, aggregate, and availably capacity)and letter from their Surety; 3) Demonstrate the firm possess either internally, or as a member of their team/joint venture, a full service licensed architect-engineer design team with experience similar to the above listed projects of similar complexity. Also, state if team, or joint venture, have worked on previous projects or if the team/joint venture would be assembled for this solicitation; 4) Provide a list of at least 2 but no more than 4 projects listing size, magnitude, and complexity to the points of contact from the customer; 5) Provide capability statements for prior design build projects (if appropriate, including role as designer or builder). 6) Demonstrate the ability to manage multiple projects simultaneously; 7) Document firms Business Size by submitting Representation and Certification paperwork as to type of firm (whether HUB Zone, Service Disabled Veteran Owned Small Business, or small business 8(a), etc.). IMPORTANT: Responses must be limited to no more that 10-20 pages. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities. Responses to this sources sought will be used by the Government to make an appropriate procurement decision as to whether to set aside for small business or as unrestricted. If qualified firms do not respond to this Sources Sought Notice the project may be acquired under full and open competition. The North American Industry Classification System (NAICS) code is 236210. The Contractor shall perform on the site, and with its own organization, work equivalent to at least fifteen percent (15%) of the total amount of work to be performed under the contract. This is NOT a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought Synopsis should not be construed as a commitment by the Government for any purpose. The Government does not intend to rank submittals or provide any reply to interested firms. Submittals will be used for market survey information only. Firms who previously responded Should submit additional information pertaining to design build experience.
