Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. Offerors are encouraged to access information also available on the NSWC Crane Division web site at http://www.crane.navy.mil/acquisition/homepage.htm The Naval Surface Warfare Center, Crane Division has a requirement for a Wideband photonic/microwave test station. The contractor shall furnish equipment, parts, and labor to integrate the testing equipment into a test station meeting the specification and Statement of Work Requirements. The contractor shall install the test station at NSWC Crane and provide initial training. One test station is being procured. Delivery will be FOB Destination to NSWC Crane Division, Crane, Indiana 47522. Inspection and acceptance will be at destination by NSWC Crane personnel. The solicitation will be issued under the Test Program in FAR PART 13.5. This solicitation will utilize full and open competition procedures for award of a firm fixed price contract. The Government intends to award to the responsible offeror whose offer is the best value to the Government considering technical compliance, price related factors and past performance, with technical compliance more important than ! price and price more important than past performance. The solicitation will be available for download on or about 18 March 2009. Closing date will be on or about 17 April 2009. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. The POC is Shirley Corbin, Code 0564ER, telephone 812-854-6219 or e-mail shirley.corbin@navy.mil. No hard copies of the solicitation will be mailed. All responsible sources may submit a proposal which shall be considered. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered.
