Description
The scope of this project requires the contractor to furnish all supervision, plant, labor, materials, tools, and equipment to replace the fire suppression system at Detatchment 3 to include the fire water tank and the service lines connecting the tank to Building 1824. Fire alarms valves will be replaced as required. Piping in the sprinkler system will be replaced as required and all sprinkler heads will be replaced. The work includes, but is not limited to providing a fully functional fire suppression system to protect this primary mission facility at Thule Air Base. All requirements stated in the National Fire Code and in Unified Facilities Criteria 3-600-1 Fire Protection Engineering for Facilities must be met. Outdoor installations must be duly protected from the harsh arctic environment at Thule Air Base. B uilding #1824 has a gross square footage of 26,293 SF, distributed on 2 floors. The existing fire suppression system covers all 26,293 SF, divided into 5 zones. The major components of the fire suppression system are:a) An outdoor 90,000 gallon fire water tank with underground service lines connecting to building #1824. b) An electric motor driven fire pump and a diesel engine driven fire pump, including fire pump controllers. c) 5 fire alarm valves controlling 3 dry pipe zones and 2 wet pipe zones. d) 2 air compressors to pressurize the dry pipe systems and a jockey pump to pressurize the wet pipe systems. e) Piping and sprinkler heads for the 5 zones. The location of Thule Air Base limits exterior work to the months of June through September, although work is sometimes possible in May or October. Additionally, Thule Air Base's location demands that all supplies/personnel must be shipped/transported in/out via air/sealift. Thule Air Base is not a commercial air/sea port and there is no other access. Shipping schedules are dictated by Defense contracts, and materials and labor are not available locally. The estimated magnitude of this project is between $1,000,000 and $5,000,000. The performance period for this phase is 365 days. There is a 245 calendar day winter exclusionary period from 15 September to 15 May wherein no outdoor work will be permitted. This period is included in the total performance period. FUNDS ARE PRESENTLY NOT AVAILABLE, BUT ARE EXPECTED TO BE MADE AVAILABLE BY MID MARCH 2009. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THE SOLICITATION, EITHER BEFORE OR AFTER THE PROPOSAL CLOSING DATE. The Contractor must provide their own escorts having proper security clearance for work in restricted areas. Price-Performance Tradeoff (PPT) shall be used as the method of evaluation. It is anticipated the solicitation documents, including specifications and drawings, shall be posted electronically on and about 20 March 2009 with offers due 30 days thereafter. Any and all amendments shall be likewise posted. This solicitation and award is restricted in accordance with 10 U.S.C. 2304(c)(4)- International Agreement, to US, Danish and Greenlandic firms.
