Description
This notice serves as a modification to the pre-solicitation notice posted under solicitation number 20003-09 on 20 October 2008. The pre-solicitation notice is hereby modified to read as follows: The Naval Air Systems Command awarded a delivery order to the AN/ALQ-214 BOA with ITT Avionics, Clifton, New Jersey, for phase II risk reduction of the AN/ALQ-214 Engineering Change Proposal (ECP). The scope of this effort includes supplies and services to complete preliminary and detailed/final WRA and SRA hardware designs for the Receiver /Processor, Modulator, Transmitter and Rack WRAs, as well as associated preliminary software design efforts for the Built-In Test (BIT), Mission Data File Generator (MDFG), Receiver, Tracker and Technique Generator (TG) functions. The Contractor shall conduct monthly Technical Interchange Meetings (TIMs), and one Hardware Critical Design Review (CDR) and Software Preliminary Design Review (PDR) to review the technical status and associated ECP design changes. The Contractor shall report on each effort and related engineering investigations and may be required to prepare and submit Engineering White Papers for discussing trade-offs associated with proposed hardware or software changes. This effort was awarded on a sole source basis, as ITT Avionics is the sole designer, developer, and manufacturer of the AN/ALQ-214(V)3 subsystem and is the only firm that can provide these services within the required time frames and cost limitations.
