Description
Marine Corps Systems Command (MCSC), Program Manager Tanks (PM Tanks) is looking for companies with the capabilities and facilities to provide a tracked combat vehicle laser detection and. MARCORSYSCOM intends to apply for approval of a Foreign Comparative Testing (FCT) project (www.acq.osd.mil/sts/fct) to evaluate candidate vehicle laser detection and warning systems. MARCORSYSCOM may decide to acquire for testing purposes one or more vendor products that appear to meet or exceed the stated criteria. MARCORSYSCOM is seeking sources that can provide technical and manufacturing capabilities to provide system integration, hardware and software production, and tests; all of which incorporate comprehensive quality processes and maximize the use of open system architecture/Commercial off the Shelf (COTS) technology. PM Tanks has identified an emerging requirement for a vehicle borne system that will detect, recognize, and report laser threats including, but not limited to, Laser Designators, Beam Riders, and Range Finders. Responses to this request should be for an Off the Shelf or Non-Developmental Item solution. PM Tanks is not interested in any development of new Laser Detection and Warning Systems for the M1A1. A. Minimum Requirements of this system are: 1. Function when the vehicle is stationary or moving.2. Work in all terrain and environmental conditions.3. Detection rate > 95%.4. Minimum tank coverage of 360O in azimuth; 0O to 55O in elevation.5. False Alarms < 2.5%.6. Response Time < 0.1 second.7. Operate from vehicle power of 18 to 30 volts DC.8. Withstand the tactical environments of the M1A1 tank. B. Additional Requirements: Additional requirements that may be included in this project are: technical/engineering services for hardware repair and maintenance, logistics analyses, testing and acceptance failure analyses, troubleshooting and fault isolation, design analysis for obsolescence and performance enhancements, cost reduction studies and analyses, hardware and software integration, hardware and software architecture studies and analyses, and documentation preparation and updates. Interested firms who believe they are capable of meeing the above requirement are invited to indicate their interest by providing responses to this market survey, which must include: company identification (company name, company address, CAGE code, point of contact, e-mail address, telephone number, fax number), a product description with performance parameters, technology readiness level (i.e. maturity level), manufacturing readiness level, summary of prior testing, test reports, where and how it is currently used, a statement on current availability, an estimated schedule and estimated cost for the price of test articles and production units. 1.For cost estimating, the rough order of magnitude (ROM) cost estimate should address 500 total units, any required technical and logistic support during installation, and any unique life cycle support requirements. This is expected to be a four (4) year effort.2.Describe any specific capabilities and experience you have in the following areas or with similar systems and how it may be applied to ground combat vehicle applications:(a)Laser detection system hardware and software (firmware)(b)Blue Force Tracker (BFT) integration and electronic hardware and software (firmware) (c)Cable assemblies RFI responses should be limited to 25 pages, including any cover or administrative pages. Responses are requested no later than 13 March 2009 at 4:30 PM EST. Responses shall be submitted via e-mail only to Ms. Stasia Baker (stasia.baker@usmc.mil). Proprietary information, if any, must be clearly marked. Information submitted will not be returned. This RFI is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only and part of market research and will not be shared outside of the Government. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation or intent to contract.
