Description
Del-Jen, Inc a Fluor Company is soliciting and intends to award a firm fix price contract from a qualified vendor to provide electrical upgrade per Statement of Work (SOW) below and will be performed at the Albuquerque Job Corps Center (AJCC). Albuquerque Job Corps is a national training and employment program administered by the Department of Labor. Contractor will provide necessary supervision, material, labor, equipment, and removal of debris needed to perform the following scope of work. Turn key operation is required and bids will be submitted NLT March 10, 2009 4:00pm mountain. All work to be accomplished in accordance with NRCA, Davis Bacon Act, and comply with Job Corps center rules and policies. Performance and Payment Bond, Construction is required if resultant contract is over $100,000. Supplier will also provide proof of Certificate of Liability insurance. A walk thru is at the suppliers convenience is recommended and will be done before March 10, 2009 closing bid deadline. Walk thru appointments will be made thru Mr. Ken Deal, Maintenance Manager at 505/366-1249. No bid form is required only requirement is each bid is specific to the SOW. S.O.W - #46406 V Building Contractor will install 4 conductors of 250 mcm in existing conduit thru 2 under grade boxes. Install 4 conductors of 600 mcm in existing 4” conduit and connect to parallel feeds in under ground box. Install new 400 amp 3 R fusible disconnect w/350 amp fusses on exterior wall. Install gutter below disconnect and install conduit back to under ground box. Will install conduit and wire to re-feed existing 200 amp panels. Install new 200 amp 42 circuit panel. Install conduit and wire for new panel in science office. Contractor will rewire conductors in existing 1200 amp switch gear to existing 400 amp switch w/350 amp fusses. Contractors will terminate and test equipment for proper operation, confirmation of correct operation will be verified by Mr. Deal. Contractor will not be responsible for Code compliance of existing systems. Contractor will not be responsible for patching of roof penetrations. AJCC will be responsible for the 3’ wide by 6’ foot tall wall separation for the existing gas and future electric. Portions of the buildings will be occupied during project. Contractor will clean area of the job related debris daily to ensure a clean job site and safety concerns. Contractor will have four weeks to complete upgrade from start to finish after time of award. See attached A for existing site plan. The Government intends to evaluate proposals and award a contract without discussions with offeror’s (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. This procurement is preferred small business set aside. Executive Order requires federal agencies to use sustainable environmental practices when acquiring goods and services, including acquisition of biobased, environmentally preferable, energy-efficient, water-efficient, and recycled-content products. Former President George W. Bush signed Executive Order 13243 on January 24, 2007. Performance of work is: Albuquerque Job Corps 1500 Indian School Rd. NW Albuquerque NM 87104. A)Davis Bacon Act Wage Far Subpart #22-403 prevailing rate will apply. B)Certificate of Liability Insurance apply. C)Government funded facility and tax exempt. NTTC will be issued upon awarded. D)Safety Standards apply: a.Meet all applicable federal, state and local environmental, health and safety regulations and specific Del-Jen requirements b.Contractor’s safety plan along with compliance to Del-Jen safety plan. c.Contractor should have a written injury and illness Prevention Plan for employees that documents the job safety and health requirements and to make sure all employees are trained in these requirements.
