Description
Statement of Work (SOW) For Project Manager (PM) DOD Biometrics Support 1.0 NAME. PM DOD Biometrics Support 2.0 PURPOSE. To provide general program management and engineering support services for the Department of Defense (DOD) enterprise Biometrics Program. 3.0 SCOPE. The scope of this effort consists of Program Management, Acquisition Management, Training Planning and Oversight, Business Operations, to include Life Cycle Management, Administrative Assistance and Strategic Communications/Outreach, Logistics Support, Engineering Services, to include Test & Evaluation and Quality Assurance to support the mission and vision of PM DOD Biometrics, consisting organizationally of two Product Directors, and a headquarters element, as stated in the Background, paragraph 5.0. 4.0 PERIOD OF PERFORMANCE. The Period of Performance is 12 months from date of award with four, one year option periods. 5.0 BACKGROUND. The current PM for DOD Biometrics was chartered by the Assistant Secretary of the Army for Acquisition Logistics & Technology (ASA(ALT)) in July 2007, under the Program Executive Office, Enterprise Information Systems (PEO EIS) to manage the planning, programming, acquisition, development, test, implementation and logistic support of several current biometric products/systems and to manage material development of an enterprise biometrics infrastructure and tactical biometric collection capability through a program of record for the DOD Biometrics. The enterprise biometrics programs scope are currently under development, but will consist of applications, tools, repositories, and associated information infrastructure components needed to enable current and emerging biometric systems/subsystem/devices across the DOD as identified and funded by the functional proponent, the Biometrics Task Force (BTF) and the Office of the Secretary of Defense (OSD) Principal Staff Assistant (PSA), and Director Defense Biometrics. On 2 Sep 2008, The Under Secretary of Defense for Acquisition, Technology & Logistics (OUSD (AT&L)) designated DODs Biometric Enterprise Core Capability (BECC) and Biometric Family of Capability for Full Spectrum Operations (BFCFSO) as Acquisition Category (ACAT) 1 Special Interest Programs, and directed the Army to pursue Milestone B decision for BECC and BFCFSO as early as possible, but by no later than FY2010. Two Product Directors (PD), have been established under PM DOD Biometrics to manage the BECC and BFCFSO programs. 5.1 IDENTITY DOMINANCE EVOLUTION. Recently, the DOD consolidated the management and oversight of CAC, PKI and Biometrics under an Identity Protection and Management Senior Coordinating Group (IPMSCG) that is comprised of senior DOD Flag-level Officials. This action recognized that information assurance fundamentally depends upon strong management, assurance and protection of digital identities across the DOD. It is expected that this group will provide significant guidance needed to integrate these technologies across the DOD and extend these services from the sustaining base into the Secret and above environments and in the tactical/warfighter domains. PM DOD Biometrics must work with the BTF to interface with the IPMSCG on system issues to ensure that scope and evolution of enterprise biometrics does not adversely impact existing DOD components, their systems, and/or the infrastructure they utilize. 5.2 INITIATIVES. PM DOD Biometrics is currently working with the BTF and the stakeholder Community of Interest (COI) to define the program of record. Inputs to a Joint Capabilities Document (JCD) an Initial Capabilities Document (ICD), and multiple Capability Development Documents (CDDs), and development of program plans and budget/POM submissions are just a few of the activities PM DOD Biometrics is supporting. Additionally, PM DOD Biometrics is fully engaged in fielding, operating, and sustaining the Biometric Identification System for Access (BISA) in Iraq and the Biometric Automated Toolset (BAT) system in Iraq and Afghanistan. PM DOD Biometrics is also engaged in the development of the Next Generation Automated Biometric Identification System (NG-ABIS) as the cornerstone database repository of the enterprise biometrics architecture, anticipated to be operational prior to award of this task order. 6.0 CONSTRAINTS. 6.1 Performance standards for each task are located in the Performance Requirements Summary (PRS) found in Appendix A. 6.2 The contractor shall use the AT&L Knowledge Sharing System as the source for up-to-date information addressing acquisition in DOD and updated Federal Acquisition Regulations pertaining to the PM DOD Biometrics mission. The URLs for these sites are: http://akss.dau.mil/jsp/default.jsp and http://www.thecre.com/fedlaw/legal25.htm 6.3 AR 25-1 and AR 25-2 are available at: http://docs.usapa.belvoir.army.mil/jw2/xmldemo/r25_1/head.asp). 7.0 REQUIREMENTS (TASKS). 7.1 TASK 1 - PROGRAM MANAGEMENT SUPPORT The Contractor, in close coordination with the PM DOD Biometrics Technical Point of Contact (TPOC) and Product Directors (PD), shall provide supervision, coordination and monitoring of all aspects of these activities. The Contractor shall provide weekly status reports to PM, DOD Biometrics including a summary of meetings attended, status of pending deliverables, and status of outstanding issues. The format of this weekly report will be consistent with the weekly summary format designated by the PMO staff coordinating and consolidating inputs. The Contractor shall provide monthly status reports expanding on the weekly status reports. Monthly status reports shall contain the following: "Activities during reporting period, by task (On-going activities, new activities, activities completed; progress to date on all above mentioned activities). Start each section with a brief description of the task. "Problems and corrective actions taken. Also include issues or concerns and proposed resolutions to address them. "Personnel gains, losses and status (security clearance, etc.). "Government actions required. "Schedule (Shows major tasks, milestones, and deliverables; planned and actual start and completion dates for each). "Summary of trips taken, conferences attended, etc. (Attach trip reports to this MSR for reporting period). "Accumulated invoiced cost for each CLIN up to the previous month. "Projected cost of each CLIN for the current month. "The Contractor shall develop a Trip Report for all long-distance travel to include, at a minimum: Name of the traveler, Destination of travel, Duration of trip, POC at travel location, Purpose of trip, Summary of events and Future action as a result of trip; The Contractor shall attend weekly PM, DoD Biometric and Product Manager Enterprise staff and coordination meetings. 7.1.1 SUBTASK 1 PROJECT KICKOFF MEETING The contractor shall participate in a post-award project kickoff meeting within five (5) business days of Task Order (TO) award. The Government will schedule the kickoff meeting and all contractor personnel designated as Key personnel shall attend. The agenda will include, at a minimum, an overview of project tasks, transition issues, development, deployment, operational initiatives, security requirements and other logistics issues. 7.1.2 SUBTASK 2 TRANSITION Transition ensures the incoming prime contractor is afforded the opportunity to develop a thorough understanding of the existing system life-cycle management processes and system requirements; define, implement, and receive government concurrence of any new or changed management processes based on the contractors proposal, and assume responsibility for system sustainment. The contractors Project Manager shall develop and execute a Project Transition-In Plan to ensure a smooth and orderly project transition between the contractor and the Government. The Project Transition-In Plan shall identify points-of-contact (POCs) for liaison between the Government, the prime contractor, and other contracted industry partners to ensure a proper and orderly transition and transfer of services and assets between the parties cited. The Transition-In Plan shall be based on the contractors transition strategy identified in the contractors written technical proposal and be delivered to the Government no later than (NLT) five (5) work days after the Project Kick-off Meeting. The contractor shall also prepare and execute a Transition-Out Plan that details the contractors transition-out strategy at the end of the task orders period-of performance (POP). The Transition-Out Plan shall be delivered to the Government no later than (NLT) thirty (30) days prior to the end of the period of performance. The Transition-Out Plan shall be updated as required at the end of the task order POP. At a minimum, both Transition Plans shall address: "Project Management processes "Points of contact "Status of ongoing technical initiatives "Transition of Key Personnel "Identifies schedules and milestones "Actions required of the Government "Method of establishing and maintaining effective communication with the incoming contractor/Government personnel for the period of the transition via weekly status meetings "Transition of Government Furnished Equipment (GFE)/Government Furnished Information (GFI) "Transition knowledge and information from key contractor personnel "Transition knowledge and information regarding risk or problem areas "Contractor personnel checkout procedures During this period the outgoing prime remains responsible for all system sustainment activities until relieved by Government direction. Upon relief of baseline responsibilities, the outgoing prime shall focus on contract closeout activities while providing limited sustainment support to those areas where adequate knowledge transfer had not occurred. The transition shall ensure minimum disruption to vital Government business. The contractor shall ensure that there will be no service degradation during and after transition. 7.2 Task 2 - ACQUISITION MANAGEMENT. The Contractor shall provide support for creating and executing disciplined repeatable processes for performing PM DOD Biometrics acquisition management responsibilities to include: " preparation of a tailored set of planning documents that cover PM DOD Biometrics acquisition activities for BECC and BFCFSO over their life cycle, in accordance with applicable DODD 5000.1 and DODI 5000.2 and AR 70-1 guidance. " preparation of program documentation for systems development efforts for Milestone B activities. (Note: These documents shall be submitted as DRAFT documents in accordance with the Integrated Master Schedule and approved by the Government.) This shall include, at a minimum: 1. Life Cycle Cost Modeling (Automated Cost Estimating Integrated Tool (ACEIT) model) and Economic Analysis for Program Office Estimate (POE) 2. Cost Analysis Requirement Description (CARD) 3. Independent Cost Estimate (ICE) 4. Manpower Estimate Report (MER) 5. Affordability Assessment 6. Market Research, procurement strategy and source selection concept 7. Documentation preparation through PM support contract and Working level Integrated Process Teams (WIPTs) 8. New facility/Relocation 9. System Engineering Plan 10. Technology Development Strategy 11. Technology Readiness Assessment 12. Information Support Plan 13. Acquisition Strategy 14. Core Logistics Analysis/Source of Repair Analysis 15. Competition Analysis for Depot-Level Maintenance 16. Cooperative Opportunities 18. Operational Test Agency Report of OT&E Results 19. Program Protection Plan 20. Acquisition Program Baseline " preparation of program documentation for systems development efforts for Milestone C activities, "development of contract requirements and evaluation criteria for solicitations PM DOD Biometrics may need, "development and/or management of program requirements, "assisting with managing the overall Biometrics program (i.e. planning, organizing, staffing, directing and controlling product acquisitions (while the Government has overall project management responsibility, contractor is expected to provide the PM skills required to manage their tasks and advise the PM/PDs), "participate in development and approval processes to revise, update, and/or develop new policy and doctrine required to support both sustaining base and tactical use of biometrics technology, "track and oversee products acquired from external sources, "assist the PM/PDs in transitioning the programs to an operations and sustainment activity (transformation may occur in whole or in part depending on the guidance of the functional proponent), and "assisting the PM/PDs in managing the quality and risks on the overall program. "Support continuing acquisition management activities supporting Life Cycle Cost estimates for Identity Dominance Evolution. 7.3 Task 3 - TRAINING PLANNING AND OVERSIGHT. For systems falling under the domain of the BECC and BFSFSO programs, the Contractor shall provide support in: "coordinating with the user community to identify training, education, and procedural deficiencies in order to determine the types and content of training, educational programs, and modified operational procedures required to improve the end users performance in the use of systems considered to be part of the DOD Biometrics Enterprise, "coordinating with known providers of DOD training (e.g., TRADOC schoolhouses) to determine the best method to address the identified deficiencies or to identify the need for a new method for dissemination of appropriate lessons, workshops, etc., "working with the identified providers to assure an overall consistent message and as necessary provide materials or content to address the identified deficiencies. 7.4 Task 4 BUSINESS OPERATIONS. The Contractor shall provide administrative assistance to manage the daily operations of the Program Management Office (PMO). The contractor shall create, execute, and improve business processes for PM DOD Biometrics to be consistent with PEO EIS and the Army acquisition community. 7.4.1 SUBTASK 1 PLANNING ANALYSIS 7.4.2 SUBTASK 2 OUTREACH The Contractor shall provide support to work with the BMO to reach out to the DoD biometrics community of interest through stakeholder meetings, integrated product teams (IPTs), conferences, and published products. The Contractor shall provide subject matter expertise to maintain Army Knowledge Online (AKO) content, develop communications material, and possibly maintain a web site as appropriate for Army, DOD, and commercial stakeholders. 7.4.3 SUBTASK 3 RISK MANAGEMENT The Contractor shall provide support to the PM/PDs in managing the risks on the overall program. 7.4.4 SUBTASK 4 ADMINISTRATIVE SUPPORT "development of standard operating procedures (SOP) as necessary and appropriate for smooth operation of the PMO, "management of the Program Office calendar, "tracking the calendars of key PMO personnel, "develop, coordinate, and maintain an Integrated Master Schedule (IMS), "production and maintenance of weekly summaries, Quarterly Progress Reports (QPRs), quad charts for the CXO weekly staff meeting, and ad hoc reporting as required by leadership, "maintain PMO metrics for leadership reporting, "processing TDY orders and vouchers for Government personnel, "managing and organizing PMO files, "develop and maintain Smart Charts for the program as required, "scheduling of meetings and conference rooms, "courier service and other activities needed to support the operations of PM DOD Biometrics, 7.4.5 SUBTASK 5 OPERATIONAL SUPPORT 7.4.6 SUBTASK 6 STRATEGIC COMMUNICATIONS The Contractor shall prepare and maintain communication briefings, graphics, stakeholder analysis, and other products that may evolve as the biometrics program matures. 7.4.7 SUBTASK 7 MANPOWER/PERSONNEL MANAGEMENT 7.5 Task 5 INTEGRATED LOGISTICS MANAGEMENT (ILM). The Contractor shall provide support for creating and executing a disciplined and repeatable program for logistically supporting the biometric systems/products under the domain of the BECC and BFCFSO PDs. The Government requires subject matter expertise in tailoring the Army Integrated Logistics Support (ILS) process. ILM must be included in the system engineering, design, planning, analyzing, organizing, management, oversight, fielding and sustainment of biometrics systems/products. The Contractor shall provide support in reducing total ownership cost (TOC) of products fielded by PM/PDs. The Contractor shall provide support to introduce and sustain fully supportable products in current and projected environments that meet established operational and system readiness objectives (SRO) at minimum Life Cycle Cost (LCC). The Contractor shall provide recommendations to the Government to eliminate overlap and duplication of logistics efforts; reduce acquisition, operating and support costs; improve integration of support elements; resolve schedule and contractual conflicts; and redirect efforts when necessary. 7.6 Task 6 - ENGINEERING SERVICES. The Contractor shall provide support for creating and executing a disciplined repeatable process for performing PM/PDs engineering responsibilities. The contractor will provide technical support for systems/products, impacting subject communities deemed to be friendly to US interests (Blue Force) that are candidates to provide state-of-the-art technology to meet sustaining base and warfighter requirements. Engineering services work areas include, but are not limited to, the following: "human factors engineering support, "configuration management (CM) library and knowledge center management support "requirements analysis support, "systems engineering and analysis to incorporate components into the enterprise and stand alone support to individual systems/products primarily focused on biometric technology and biometrically enabled systems, "software engineering services to assess the integration of enterprise components and/or evaluate the software work products of other organizations, "hardware engineering support to include the development, use, and maintenance of tools (e.g., an engineering drawing package such as Popkin or a web-based tool to store documentation) This includes the evaluation of emerging technology, making recommendations to purchase and/or lease appropriate resources to PM DOD Biometrics, "evaluation of database, repository, and directory services as components of the enterprise biometrics architecture, "architecture analysis to include review of existing components, assessing impact of requirement changes, and maintaining an enterprise architecture consistent with BTF vision and goals, "Information Assurance (IA) engineering support, "Knowledge engineering support, "testing and/or evaluation of test plans, procedures, and results ranging from vendor products, to system components and end-to-end performance of the enterprise architecture, 7.7 Task 7 - QUALITY ASSURANCE/QUALITY CONTROL SUPPORT SERVICES. The Contractor shall: "obtain quality assurance, quality control, and process improvement for all PM DOD Biometrics efforts. The contractor shall focus primarily on the development and operations taking place in Fairmont and Clarksburg, WV. "ensure PM DOD Biometrics projects provide accurate and timely schedule and performance information throughout the life cycle of the project with special emphasis on integration of metrics to monitor project status and to drive process improvement. "develop and implement a comprehensive plan to meet the QA/QC needs of PM DOD Biometrics. "perform QA/QC review of operational processes of PM DOD Biometrics support to warfighter operational programs. These operational programs are evolving and expanding. As each program is initiated, the Government will review the plans, and processes used to develop, implement, field and support the programs and systems. "perform QA/QC review of PM DOD Biometrics test plans, guidelines, and documentation for tests performed by or for PM DOD Biometrics, and to recommend improvements to each. "at the Government's direction, perform QA/QC of the PM DOD Biometrics Information Technology assets and their Information Assurance posture and perform a review of the System Accreditation Agreement (SAA) prepared in accordance with the DoD Information Technology Security Certification and Accreditation Process (DITSCAP) as described in DoD Instruction 8510. 8.0 DELIVERABLES. 8.1 The Government requires all Deliverables to be delivered in an electronic format (compatible with Office 2000 Professional and NT or Government stated compatible application at the time of delivery throughout the term of the contract). The Government requires, unless otherwise specified in writing, the contractor provide the deliverable as an attachment(s) to an Email to the COR. Further, the Government requires the contractor develop documentation to be placed on AKO and/or the Web in Portable Document Format (PDF) and compatible with Microsoft Office 2000 Professional/NT or other reasonable application as determined by the BPA COR at least 30 days prior to submittal.
