Description
The US Army Contracting Command Joint Munitions & Lethality Contracting CenterManeuver Ammo Center at Picatinny Arsenal, NJ 07806-5000 intends to issue a Request for Proposal (RFP) to provide Munitions Engineering Technology Center/Munitions Systems & Technology Directorate (METC/MS&TD) North Atlantic Treaty Organization North American Regional Test Center (NATO NARTC) with small caliber ammunition testing and evaluation, interior and exterior ballistics/modeling, and NATO subject matter expertise. The successful contractor shall deal with national and international testing and review technical proposals, write proposals as requested, and assist in developing, modernizing and maintaining technical documentation. The successful contractor shall also assist in the set up of certain test activities at the NARTC. When approved, these initiatives shall be implemented, thereby improving overall mission efficiency. The primary location for the performance of work under this contract will be at the contractors site, although travel will be required per the Statement of Work. METC/MS&TD is responsible for performing life cycle engineering for all munition systems to include tank artillery, mortar, small and medium caliber ammunition, rockets, shoulder fired and recoilless, demolition munitions as well as vehicle protection systems. The METC/MS&TD Small Arms Ammunition Program manages, directs and plans testing required for the acquisition and standardization of small and medium caliber ammunition and weapon systems. It serves to provide technical experts and consultants for small and medium caliber ammunition testing and evaluation. The type of new contract contemplated is firm-fixed-price. The Government will make only one award as a result of this Request for Proposal (RFP). The Government will select for award the best overall written proposal that is the most advantageous and represents the Best Value to the Government. The Government will utilize the policies contained in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items (Services). The RFP is planned for release on or about 15 days after publication of this notice. The solicitation may be obtained by accessing http://procnet.pica.army.mil. This requirement is set aside 100% for small business concerns in accordance with FAR 19.502-2(b)(1) and (2). The contracting activity published a market survey/sources sought announcement, W15QKN-08-X-1601, on FedBizOpps from 08 July 2008 through 23 July 2008. Effective competition is anticipated for this acquisition. The solicitation is expected to be issued on FedBizOpps approximately mid-March 2009. The requirement will consist of a base period of one year (12 months) and four option years. Award is anticipated on or about 29 May 2009.
