Description
NASA Goddard Space Flight Center (GSFC) has a requirement to continue Laboratoryfor Terrestrial Physics (LTP) support services. This support includes, but is not limitedto, the following: 1) Science Research; 2) Computing; 3) Science Instrumentation; 4)Administration; and 5) Calibration and Validation. Specific work elements with in theabove areas are described as follows: Hypothesis verification, modeling and simulation;computing and network, science processing operations; mechanical engineering, electronicdesign, laser and electro-optical design, laboratory and field experiments; education andoutreach, technical writing, media development; algorithm and software development, dataanalysis and validation, logistics and reporting. NASA GSFC intends to extend contract NAS5-02041 to allow for the extension of LTPrequirements beginning April 1, 2009. At this time, it is anticipated that an initialone-month extension will be from April 1, 2009 through April 30, 2009, followed by fiveone-month option periods from May 1, 2009 through September 30, 2009. The extension isrequired to ensure uninterrupted support and meet critical requirements until thefollow-on competitive contract is awarded. While the competitive follow-on procurement isbeing conducted, Science Systems Applications, Incorporated must continue supportingcritical requirements. This procurement action is being conducted on a sole source basis in accordance with 10U.S.C. 2304(c)(1) Only One Responsible Source. Science Systems Applications, Incorporatedpossesses the unique and specialized experience necessary to support the criticalrequirements until the follow-on contract is awarded. The Government does not intend to acquire a commercial item using FAR Part 12. See note26. Interested organizations may submit their capabilities and qualifications to performthe effort in writing to the identified point of contact not later than 4:30 p.m. localtime on March 11, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency. An Ombudsman hasbeen appointed.
