Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, F3H3G39040A001, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-21. This procurement is a 100% Service Disabled Veteran Owned Business IAW FAR 19.502-2 (a). The NAICS code is 238290 and the small business size standard is $14.0 Million. The following commercial items are requested in this solicitation; Statement of Work Installation of Overhead hoist for Ceremonial Flag Bldg. 457 1. Scope: The work covered by this Statement of Work consists of all labor, equipment, and materials; and in performing all work required install a winch system to raise and lower ceremonial flag 40' x 60'. 2. Major Items of Work: a. Provide and install Jaemar NLS 1400 winch or equal. b. Install mule blocks and mule block stands 2 ea. c. Install 6 ea universal loft blocks d. Install all cable, shackles clamps, hardware bolts, and nuts, for installation. e. Supply all structural steel and welding for mounting winch. f. Provide all electrical power from building to winch g. Provide key control switch h. Install grommets on flag to raise and lower flag. 3. Location of Work: All work will be performed at the Building 457 Bay #1 located on Offutt AFB, Nebraska. 4. Codes: The work shall conform to the latest applicable Unified Facilities Criteria (UFC), 5. Occupancy: During construction the Government will occupy the existing facilities. The contractor shall not restrict nearby pedestrian or vehicular traffic to this facility and shall coordinate construction with the Contracting Officer to minimize conflicts and to facilitate usage. The contractor shall perform the work so as not to interfere with ongoing operations. 6. Utility/Service Interruptions: The Contracting Officer shall be notified not less than 15 calendar days in advance of any interruptions of building utilities/services. The contractor shall describe in writing the work to be done and the time and duration of the interruption. No work shall be done until approval is received from the Contracting Officer. 7. Coordination: If any conflicts occur necessitating departure from the contract drawings, details of the departure and the reasons for the departure shall be submitted to the Contracting Officer for written approval. The contractor shall coordinate and properly relate the work to be done to the site and to the work of all the trades. The contractor shall visit the premises and thoroughly familiarize himself/herself with all the details of the work to be done and the working conditions. The contractor shall verify all of the dimensions in the field, and advise the Contracting Officer of any discrepancy before performing any work. 8. Shop Drawings: N/A. 9. Repair of Work: The work shall be carefully laid out in advance. Where cutting, channeling, chasing, or drilling of floors, walls, partitions, ceilings or other surfaces is necessary, it shall be done carefully. Any damage to buildings, piping, or equipment, shall be repaired by workers skilled in that particular trade, at no additional cost to the Government. 10. Clean Up: The contractor shall assure that the work area is cleaned up at the end of each day. Debris and trash shall be removed and properly disposed of by the contractor outside the confines of Offutt AFB. 11. Work Schedule: The working hours of this contract shall be between 0730 and 1630 hours daily, excluding Saturdays, Sundays, and Federal Holidays. 12. Performance Period: The performance period will be 7 days 13. Test: After the installation is completed, and at such time as the Contracting Officer may direct, the contractor shall conduct an operating test for approval. The equipment shall be demonstrated to operate in accordance with the requirements of this Statement of Work. The test shall be performed in the presence of the Contracting Officer or an authorized representative. The contractor shall furnish all of the instruments and personnel required to perform the tests. The Government will furnish the necessary electric power. 14. Use of Utilities: All reasonable quantities of utilities will be made available to the contractor without charge. Any temporary connections of lines that may be required will be installed, maintained and removed by the contractor at his own expense and in a manner satisfactory to the Contracting Officer. Removal of such connections or lines shall be accomplished prior to final acceptance of the contract. 15. Guarantee: The equipment furnished under this contract shall be guaranteed against defective materials, design, and workmanship for the full warranty time which is standard with the manufacturer and/or supplier, but in no case less than one year from the date of acceptance either for beneficial use or final acceptance (whichever is earlier). Upon receipt of notice, from the Government, of failure of any part of the guaranteed equipment, during the guarantee period, the affected part or parts shall be replaced promptly with new parts at the expense of, and by, the contractor. 16. Payment: All of the costs in connection with this contract shall be included in the lump sum price for all the work to be performed under the contract. 17. Site Visit: There will be a site visit held 10:00 am Friday March 13, 2009 at Offutt AFB, NE 68123. If you plan to attend please let me know by COB Friday March 6, 2009.
