Description
The Marine Corps Systems Command (MARCORSYSCOM), Program Manager for the Test, Measurement & Diagnostic Equipment (TMDE)intends to award a labor and material type contract, using other than full and open competition, for the purpose of conducting a capabilities analysis of the Virtual Instrument Portable Electronic Repair/Test (VIPER/T) to support the maintenance of specified software defined radio systems and electro-optical devices in the Marine Corps' equipment inventory. The VIPER/T systems were developed by DME Corporation (Orlando,FL) under a Marine Corps Systems Command contract that is currently in the production phase. Until production is complete, DME Corporation retains configuration control for all VIPER/T hardware and software. DME Corporation also maintains proprietary control of the ATS-2000 Radio Test Set, which will be required to support the analysis under this contract. The proposed contract will provide the Marine Corps with a formal analysis of VIP! ER/T test capabilities relative to the test requirements of specified radio and thermal optic devices in the inventory. This analysis will compare device test requirements versus VIPER/T capability and provide altnerative test procedures and/or hardware recommendations to effectively mitigate any shortfalls in the VIPER/T test capabilities. The effort will consist of two studies: (1) analyze and compare the radio test capabilities of VIPER/T systems against those of the DME proprietary ATS-2000 Advanced Tactical Communications Test System (ATACTS), which is a general purpose tactical radio test system; and (2) evaluate the capabilities of the current VIPER/T Uniforn Thermal Source (Blackbody) to effectively test common thermal devices in the Marine Corps' inventory. The duration of the contract performance is eight months from date of award. Responsible sources may submit a capability statement for consideration. Request for Proposal, M67854-09-R-3019, will be posted on the! internet at the Federal Business Opportunities website located at the following address: http://www.fedbizopps.gov and the Navy Electronic Commerce Online (NECO) website: http://neco.navy.mil. The on-line version of the RFP will include all documents of the solicitation package. No hard copy of this RFP will be issued. Amendments, if any, will be posted at the same locations as the solicitation. The complete solicitation package, including amendments, shall be submitted in hard copy form only. No electronic submission of proposals will be accepted. It is anticipated that this solicitation will be issued 12 March 2009. Please hold all questions until the solicitation has been issued.
