- The US Army Surface Deployment and Distribution Command (SDDC) intends to issue a request for proposals for development of an SDDC-AQ specific Customer Services Guide with associated training services. The awarded contractor shall develop the SDDC-AQ specific customer guide that leads the SDDC-AQ customer through the acquisition process and their roles as it relates to those policies identified in the FAR, DFARS, AFARS, Army Policy, and Local Policies. The guide (electronic version of which shall be interactive with links to editable examples) shall provide examples of Independent Government Estimates for Services and Commodities with loaded and unloaded rates, and Performance Work Statements for Preventative Maintenance, Information Technology Support Services and Information Technology Equipment Maintenance and Repair. The SDDC-AQ specific training courses shall be developed, with input from the COR, to reflect the specific needs of the SDDC-AQ customer as they relate to those policies identified in the FAR, DFARS, AFARS, Army Policy, and Local Policies. Material shall be kept current and incorporate any changes to the FAR, DFARS, AFARS, Army Policy, and Local Policies through the contract period. The course curriculum that will provide the SDDC-AQ customer with the ability and tools necessary to develop Performance Work Statements (PWS) and Independent Government Estimates (IGE). The contractor will also develop a course curriculum that will provide the SDDC-AQ customer with the skill set needed to be a Contracting Officer Representative (COR). The contractor is to provide all materials including but not limited to: instructor guide, student notebook, CDs, handouts, thumb drives, charts, diagrams, models, graphs, visual aids, markers for whiteboards/paper, videos, student exercises, paper/pencils for classroom use, and any other classroom materials which are necessary to present the courses. If ordered, the contractor will provide the training facility in close proximity to the location stated in the order. The period of performance is for a five month Base Period and two Option years. The anticipated contract start date is 15 Apr 09. The proposed solicitation is unrestricted. NAICS code is 611430 with size standard of $6.5 MIL applies. This solicitation shall be issued utilizing FAR part 12 commercial item procedures and evaluated in accordance with FAR Part 15. The solicitation will be issued on or about 24 Feb 09. The anticipated solicitation close date is 16 Mar 09. Specific instructions shall be provided in the solicitation.
